July 12, 1993 <br /> <br /> At the Public Hearing Meeting of mhe City Council held on <br />Monday, July 12, 1993, mhere were present: <br /> <br /> Mayor Gloria O. Webb, Vice Mayor Lee E. King, Johnny M. <br />Clemons, John H. Epperson, Bernard D. Griffin, James C. Hawks, <br />Cameron C. Pitts, V. Wayne Orton, City Manager, Stuart E. Katz, <br />City Attorney. <br /> <br /> Vice Mayor King opened the meeting with prayer which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br /> The Mayor calied the meeting to order and ~elcomed all in <br />attendance. <br /> <br />93-275 - Public Hearing on a code amendment, rezoning and use <br />permit applications: <br /> <br /> (a) CA-93-02 ZONING ORDINANCE AMENDMENT - A code amendment <br /> providing for appeals of sign regulations by the <br /> Board of Zoning Appeals. <br /> <br /> Motion by of Mr. Epperson, and seconded by Mr. King, to <br />concur with the recommendation of the Planning Commission that <br />CA-93-02 be approved on first reading and by unanimous vote. <br /> <br /> (b) Z-93-05 DOWNTOWN NEIGHBORHOOD - Rezoning application of <br /> the Portsmouth Redevelopment and Housing <br /> Authority to rezone property at 531-533 County <br /> Street from Downtown D-1-R Residential to <br /> Downtown D-1-M Mixed Use. <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Epperson, to <br />concur with the recommendation of the Planning Commission that <br />Z-93-05 be approved on first reading and by unanimous vote. <br /> <br />(c) Z-93-06 <br /> <br />WESTHAVEN NEIGHBORHOOD - Rezoning application of <br />Helen and Walter Fisher and James and Aileen <br />Sanders to rezone property at 3503 Bart Street <br />from Commercial C-2 to Commercial C-1. <br /> <br /> Motion by Mr. King, and seconded by Mr. Hawks, to concur <br />with the recommendation of the Planning Commission that Z-93-06 <br />be approved on first reading and by unanimous vote. <br /> <br />(d) Z-93-07 <br /> <br />MERRIFIELDS NEIGHBORHOOD - Rezoning application <br />of the City of Portsmouth to rezone property at <br />the northeast intersection of Cedar Lane and <br />Rivershore Road from Residential RS-150 to <br />office Residential OR-75-K Conditional~ <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Clemons, to <br />concur with the recommendation of the Planning Commission that <br />Z-93-07 be approved on first reading and by unanimous vote. <br /> <br />(e) UP-93-06 <br /> <br />PARK VIEW NEIGHBORHOOD - Use permit apPlication <br />of Gregory S. williams for a four-unit apartment <br />at 1018 Ann Street. <br /> <br />1. Greg Williams,1512 Shenandoah Parkway, Chesapeake, VA, the <br />applicant, spoke in favor of the project. <br /> <br />2. Gerry McCants, 1048 Ann Street, spoke against the project. <br /> <br />3. william Satterthwaite, 1049 Ann Street, spoke against the <br />project. <br /> <br /> <br />
