July 12, 1993 At the Public Hearing Meeting of mhe City Council held on Monday, July 12, 1993, mhere were present: Mayor Gloria O. Webb, Vice Mayor Lee E. King, Johnny M. Clemons, John H. Epperson, Bernard D. Griffin, James C. Hawks, Cameron C. Pitts, V. Wayne Orton, City Manager, Stuart E. Katz, City Attorney. Vice Mayor King opened the meeting with prayer which was followed by the Pledge of Allegiance to the Flag. The Mayor calied the meeting to order and ~elcomed all in attendance. 93-275 - Public Hearing on a code amendment, rezoning and use permit applications: (a) CA-93-02 ZONING ORDINANCE AMENDMENT - A code amendment providing for appeals of sign regulations by the Board of Zoning Appeals. Motion by of Mr. Epperson, and seconded by Mr. King, to concur with the recommendation of the Planning Commission that CA-93-02 be approved on first reading and by unanimous vote. (b) Z-93-05 DOWNTOWN NEIGHBORHOOD - Rezoning application of the Portsmouth Redevelopment and Housing Authority to rezone property at 531-533 County Street from Downtown D-1-R Residential to Downtown D-1-M Mixed Use. Motion by Mr. Griffin, and seconded by Mr. Epperson, to concur with the recommendation of the Planning Commission that Z-93-05 be approved on first reading and by unanimous vote. (c) Z-93-06 WESTHAVEN NEIGHBORHOOD - Rezoning application of Helen and Walter Fisher and James and Aileen Sanders to rezone property at 3503 Bart Street from Commercial C-2 to Commercial C-1. Motion by Mr. King, and seconded by Mr. Hawks, to concur with the recommendation of the Planning Commission that Z-93-06 be approved on first reading and by unanimous vote. (d) Z-93-07 MERRIFIELDS NEIGHBORHOOD - Rezoning application of the City of Portsmouth to rezone property at the northeast intersection of Cedar Lane and Rivershore Road from Residential RS-150 to office Residential OR-75-K Conditional~ Motion by Mr. Griffin, and seconded by Mr. Clemons, to concur with the recommendation of the Planning Commission that Z-93-07 be approved on first reading and by unanimous vote. (e) UP-93-06 PARK VIEW NEIGHBORHOOD - Use permit apPlication of Gregory S. williams for a four-unit apartment at 1018 Ann Street. 1. Greg Williams,1512 Shenandoah Parkway, Chesapeake, VA, the applicant, spoke in favor of the project. 2. Gerry McCants, 1048 Ann Street, spoke against the project. 3. william Satterthwaite, 1049 Ann Street, spoke against the project.
