<br />September 26, 2006 <br /> <br />06 - 446 - Items Submitted by Council Members <br /> <br />'" Councilman Moody asked Staff for an update on the construction of the sound <br />barrier at 1-164. <br /> <br />'" City Manager Oliver informed Council that a report was not available at this time, <br />the federal and state agencies involved in this project had not provided <br />information to the City. <br /> <br />'" Councilman Heretick suggested that Staff provide Council with contact <br />information, for relevant members of the U.S. Congress or members of the State <br />Delegation, to be passed on to citizens who may have questions regarding the <br />construction of the sound barrier on 1-164. <br /> <br />'" Councilman Ray Smith gave an update on the Southeastern Public Service <br />Authority (SPSA) Covanta/Trashport Project. He also invited citizens to attend <br />the October 5,2006 Community Meeting where the topic of discussion will be the <br />SPSA Covanta/Trashport Project. <br /> <br />'" Councilwoman Psimas, as liaison to the Military Affairs Committee, along with <br />Mayor Holley and Vice Mayor Randall were guests of Rear Admiral Garry White, <br />Commanding Officer of the USS George Washington CVN 73, which will be <br />berthed at the Norfolk Naval Shipyard for approximately one year and asked that <br />citizens welcome those of the USS George Washington into the community. <br /> <br />06 - 447 - Report on Pending Items <br /> <br />There were no pending items. <br /> <br />06 - 448 - Non-Agenda Speakers <br /> <br />1. Luther Anderson, 4910 Johnson Avenue, asked for additional street sweeping of the <br />curbs and gutter along Portsmouth Boulevard up to City Park Avenue to Clifford <br />Street. He also thanked Council for resolving the issue of lighting on the Clifford <br />Street bridge. <br /> <br />2. Joanna Hall, 92 Nicholson Street, discussed the Preliminary Site Analysis and <br />Planning Study for SPSA. <br /> <br />3. Ray Steffens, 8903 Stratford Street, Norfolk, voiced his opposition to the non- <br />existent light duty policy for the Portsmouth Fire Department and asked that <br />Council look into changing the policy. <br /> <br />'" Councilman Ray Smith asked for and received consensus of City Council to <br />have Staff form a committee and bring back recommendations for a light duty <br />policy for the Fire Department at the November 28,2006 Council Meeting. <br /> <br />'" Human Resource Management Director Toni Smaw-Bembry informed <br />Council that she would, along with the City Attorney's office, put together a <br />committee that would look at the current policy and bring recommendations <br />back to the Council at the November 28, 2006 Council Meeting. <br /> <br />'" Mayor Holley designated Councilwoman Psi mas and Councilman Heretick as <br />liaisons to the committee formed to bring back recommendations for a light <br />duty policy. <br /> <br />'" Mayor Holley also asked that the City Clerk disseminate information regarding <br />the committee to the public. <br />
