September 26, 2006

"ORDINANCE TO AMEND CHAPTER 9.1 OF THE CODE OF THE CITY OF
PORTSMOUTH, VIRGINIA (1988) BY AMENDING SECTION 9.1-11(c)(2)c THEREOF
PERTAINING TO TREE REPLACEMENT REQUIREMENTS IN THE CHESAPEAKE
BAY PRESERVATION AREA."

Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, R. Smith, Holley
Nays: None

06 - 440 - Adoption of an ordinance accepting a grant in the amount of $2,500 from the
Portsmouth General Hospital Foundation and appropriating said amount in the FY
2006-2007 Grants Fund Budget for physical fitness equipment for firefighters. Vision
Principle: Neighborhood and Community Transformation.

Background:
. Other than basic firefighting and personal protective equipment, physical fitness
equipment is the best way to "protect our protectors."
. In recent years, the Portsmouth Department of Fire, Rescue and Emergency
Services has received grant funding from several sources to support a basic physical
fitness/wellness program for our firefighters.
. Station 4 - Broad Street has a 40-member staff assigned to this location for 24
hours, 7 days a week. It is the home of Engine 4 and Squad 4 whose assignments are
among the most physically strenuous including: Rapid Intervention (rescue team),
Technical Rescue Team, Rope Team, Confined Space and Trench Rescue and
structural collapse response.
. Currently, however, Station 4 is using old, donated equipment in the workout
area that was assembled when the Station was first built in 2001. This Station is in
need of new equipment.
. Once Station 4 is adequately equipped, all but one of the workout areas at the
fire stations will be of a quality to truly benefit our personnel.

Discussion:
. The Department's ultimate goal is to improve the conditioning of all of our
firefighting personnel whose duties are very physically demanding.
. The Portsmouth General Hospital Foundation has awarded the City of
Portsmouth a grant in the amount of $2,500 toward the cost of new physical fitness
equipment at Station 4. Specifically, strength training equipment will be purchased with
these funds.
. Financial Impact: There is no local cash match required.

Staff Recommends:
Adoption of proposed ordinance. Vision Principle: Neighborhood and Community
Transformation.

Next Steps Following Council Action:
. Acquisition of physical fitness equipment.

Motion by Mr. Moody, and seconded by Mr. D. Smith, to adopt the following
ordinance, and was adopted by the following vote:

"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $2,500 FROM THE
PORTSMOUTH GENERAL HOSPITAL FOUNDATION AND APPROPRIATING SAID
AMOUNT IN THE FY 2006-2007 GRANTS FUND BUDGET FOR PHYSICAL FITNESS
EQUIPMENT FOR FIREFIGHTERS."

Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, R. Smith, Holley
Nays: None
