<br />September 12. 2006 <br /> <br />At a Called Meeting of the City Council on Tuesday, September 12, 2006, there <br />were present: <br /> <br />Mayor James W. Holley III, Vice Mayor Marlene W. Randall, William E. Moody, Jr., <br />Stephen E. Heretick, Ray A. Smith, Sr., Douglas L. Smith, City Manager James B. <br />Oliver, Jr., City Attorney G. Timothy Oksman. <br /> <br />06 - 407 - The following call for the meeting was read: <br /> <br />"Please attend a Called Meeting of the City Council to be held in the City Council <br />Chamber, 801 Crawford Street, 5:00 p.m., Tuesday, September 12, 2006 for the <br />purpose of a Public Work Session. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />06 - 408 - The following items were discussed in Public Work Session: <br /> <br />1. Neighborhood & Community Transformation Update <br />Parking Study - Karen McPherson I Richard Hartman <br />Chapter 16 - Dr. Lydia Patton <br />Task Management System - John Maher <br /> <br />2. Development Update - Jim Oliver <br />Zoning <br />TCC Campus Design <br /> <br />3. Review of City Manager's Report Items - Dr. Lydia Patton <br /> <br />06 - 409 - Motion by Mr. Moody, and seconded by Mr. D. Smith, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, to <br />discuss: <br /> <br />appointments to boards and commissions, as per subsection 1; and <br /> <br />the acquisition of real property for a public purpose or a sale of publicly <br />owned real estate, as per subsection 3. <br /> <br />The subject matter of the meeting includes appointments of citizens to boards <br />and commissions, possible future development of courts complex, and possible future <br />development of other downtown real estate. <br /> <br />The purpose of the meeting is confidential discussion of possible appointments, <br />and negotiating strategy of competitive real estate transactions. <br /> <br />The motion was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Randall, D. Smith, R. Smith, Holley <br />Nays: None <br /> <br />Motion by Mr. D. Smith, and seconded by Mr. R. Smith, pursuant to Section 2.2- <br />3712(D) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements by the Virginia Freedom of Information Act, and <br />
