17, t; <br /> <br /> Auqust 31, 1993 <br /> <br /> At the Special Meeting of the City Council <br />Au~st 31, 1993, there were present: <br /> <br />held on Tuesday, <br /> <br /> Mayor Gloria O. Webb, Vice Mayor Lee E. King, Johnny M. <br />Clemons, John H. Epperson, Bernard D. Griffin, James C. Hawks, <br />Cameron C. Pitts, V. Wayne Orton, City Manager, Stuart E. Katz, <br />City Attorney. <br /> <br /> Vice Mayor King opened the meeting with prayer which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br /> The Mayor called the meeting to order and welcomed all in <br />attendance. <br /> <br />Motion by Mr. Hawks, and seconded by Mr. Clemons, to suspend the <br />rules of order to have Ms. Marilee Hawkins, Director of <br />Emergency and Housing Services, give an update on Hurricane <br />Emily and to discuss and consider Item 93-336 at this point in <br />the meeting. <br /> <br />93-336 - Motion of Mr. Clemons, and seconded by Mr. Griffin, to <br />adopt the following resolution for the declaration of a local <br />emergency due to the conditions caused by Hurricane Emily, and <br />was adopted by the following vote: <br /> <br /> "DECLARATION OF A LOCAL EMERGENCY DUE TO THE CONDITIONS <br />CAUSED BY HURRICANE EMILY. <br /> <br /> WHEREAS, Category 2 hurricanes frequently generate a storm <br />surge, high winds and rain; and <br /> <br /> WHEREAS, the City of Portsmouth is facing hurricane <br />conditions which could cause a condition of extreme peril to <br />life and property and that would necessitate the proclamation of <br />the existence of an emergency; <br /> <br /> NOW, THEREFORE, IT IS HEREBY PROCLAIMED that an emergency <br />would exist throughout the City should Hurricane Emily strike <br />the City of Portsmouth or its neighboring cities; and <br /> <br /> IT IS FURTHER PROCLAIMED AND ORDERED that during the <br />existence of any said emergency the powers, functions, and <br />duties of the Director of Emergency Services and the Emergency <br />Services organization of the City of Portsmouth shall be those <br />prescribed by State law and the ordinances, resolutions, and <br />approved plans of the City of Portsmouth in order to mitigate <br />the effects of said emergency." <br /> <br />Ayes: Clemons, Epperson, Griffin, Hawks, King, Pitts, Webb <br />Nays: None <br /> <br />93-335 Consideration of a recommendation to adopt a resolution <br />authorizing the City Manager to enter into an agreement of <br />intent with Virginia Racing Associates, L.P., (VRA) to locate a <br />horse racing track facility in Portsmouth. <br /> <br />Councilman John H. Epperson submitted a Disclosure Statement to <br />be filed with the minutes which was read by the City Clerk. <br /> <br />1. William Miller, Vice President of the Virginia Racing <br />Associates, spoke in favor of the race track. <br /> <br />2. Matthew James, Director of Economic Development, provided <br />information on the site and project description. <br /> <br />3. Roy W. Cherry, Deputy City Manager, provided information on <br />the financial elements of the race track. <br /> <br /> <br />
