Smith, Holley <br />Nays: None <br /> <br />06 - 361 - Items Submitted by Council Members <br /> <br />There were no items submitted. <br /> <br />06 - 362 - Report on Pending Items <br /> <br />There were no pending items. <br /> <br />06 - 363 - Non-Agenda Speakers <br /> <br />1. Byron "Pete" Kloeppel, 501 Elizabeth Place, voiced his skepticism and opposition to <br />the proposed Southeastern Public Service Authority / Covanta Trashport Project. <br /> <br />2. Dottie Wyatt, 99 Channing Avenue, read a letter from the Governor's office regarding <br />Governor Kaine's mission to reduce the amount of trash coming into Virginia and <br />asked that Council do the same by not supporting the proposed Southeastern Public <br />Service Authority / Covanta Trashport Project. <br /> <br />3. Garland Hale, 117 Shore Drive, voiced his opposition to the proposed Southeastern <br />Public Service Authority / Covanta Trashport Project. <br /> <br />4. Luther Anderson, 4910 Johnson Avenue, asked for an update on putting street lights <br />along the Clifford Street Bridge. <br /> <br />5. Joyce Backus, 924 Elmhurst Lane, asked Council for help with regards to a ditch at <br />the end of her property. <br /> <br />6. Helen Person, 600 Rutter Street, Apt. 0, voiced her opposition to the proposed <br />Southeastern Public Service Authority / Covanta Trashport Project. <br /> <br />7. Estella Bond, 247 Cypress Circle, voiced concerns regarding a ditch near her <br />property. <br /> <br />Motion by Ms. Psimas, and seconded by Mr. Moody, to go into Closed Meeting <br />pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia to discuss: <br /> <br />- first, the acquisition or sale of real property for a public purpose, as per <br />subsection 3; and <br /> <br />second, legal matters requIring the advice of legal counsel, as per <br />subsection 7. <br /> <br />The subject matter of the meeting will be the acquisition or sale of real estate <br />where competition and bargaining will be involved and also legal matters involving <br />contractual relationships requiring the advice of legal counsel. <br /> <br />The purpose of the meeting is to permit discussion of negotiating information and <br />strategy, and was adopted by the following vote. <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, R. Smith, Holley <br />Nays: None <br />
