AUQust 8. 2006 Motion by Ms. Randall, and seconded by Ms. Psi mas, to close the nominations, and the above nominations were adopted by the following vote: Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, Holley Nays: None 06 - 361 - Items Submitted by Council Members There were no items submitted. 06 - 362 - Report on Pending Items There were no pending items. 06 - 363 - Non-Agenda Speakers 1. Byron "Pete" Kloeppel, 501 Elizabeth Place, voiced his skepticism and opposition to the proposed Southeastern Public Service Authority / Covanta Trashport Project. 2. Dottie Wyatt, 99 Channing Avenue, read a letter from the Governor's office regarding Governor Kaine's mission to reduce the amount of trash coming into Virginia and asked that Council do the same by not supporting the proposed Southeastern Public Service Authority / Covanta Trashport Project. 3. Garland Hale, 117 Shore Drive, voiced his opposition to the proposed Southeastern Public Service Authority / Covanta Trashport Project. 4. Luther Anderson, 4910 Johnson Avenue, asked for an update on putting street lights along the Clifford Street Bridge. 5. Joyce Backus, 924 Elmhurst Lane, asked Council for help with regards to a ditch at the end of her property. 6. Helen Person, 600 Rutter Street, Apt. 0, voiced her opposition to the proposed Southeastern Public Service Authority / Covanta Trashport Project. 7. Estella Bond, 247 Cypress Circle, voiced concerns regarding a ditch near her property. Motion by Ms. Psimas, and seconded by Mr. Moody, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia to discuss: - first, the acquisition or sale of real property for a public purpose, as per subsection 3; and second, legal matters requIring the advice of legal counsel, as per subsection 7. The subject matter of the meeting will be the acquisition or sale of real estate where competition and bargaining will be involved and also legal matters involving contractual relationships requiring the advice of legal counsel. The purpose of the meeting is to permit discussion of negotiating information and strategy, and was adopted by the following vote. Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, R.
