<br />AUQust 8. 2006 <br /> <br />At a Called Meeting of the City Council on Tuesday, August 8, 2006, there were <br />present: <br /> <br />Mayor James W. Holley III, Vice Mayor Marlene W. Randall, William E. Moody, Jr., <br />Stephen E. Heretick, Elizabeth M. Psi mas, *Ray A. Smith, Sr., Douglas L. Smith, City <br />Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman. <br /> <br />06 - 348 - The following call for the meeting was read: <br /> <br />"Please attend a Called Meeting of the City Council to be held in the 6th Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, August 8, 2006 for the <br />purpose of a Public Work Session. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />06 - 349 - The following items were discussed in Public Work Session: <br /> <br />1. CAR Appeals Discussion <br /> <br />Motion by Ms. Psimas, and seconded by Mr. Heretick, to defer consideration of <br />the Commission of Architectural Review (Port Norfolk/Park View) denial of an applicaton <br />to retain replacement windows, at 257-259 Mt. Vernon Avenue, to the meeting of <br />October 24, 2006, and was adopted by a vote of 6-0. <br /> <br />06 - 350 - Motion by Ms. Randall, and seconded by Mr. Moody, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia to <br />discuss: <br /> <br />appointments by City Council and the performance of specific public officials <br />as per subsection 1; and <br /> <br />the sale of publicly owned real property, as per subsection 3. <br /> <br />The subject matter shall be appointments of Council liaisons and performance of <br />public officials; and the possible sale of publicly owned real estate. <br /> <br />The purpose shall be to have confidential discussion of appointments, <br />performance, and also real estate negotiating strategy. <br /> <br />The motion was adopted by unanimous vote. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Randall, pursuant to Section 2.2- <br />3712(0) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements by the Virginia Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion, by which <br />the Closed Meeting was convened, were heard, discussed or considered in <br />the meeting by the City Council. <br />
