<br />AUQust 7.2006 <br /> <br />At a Called Meeting of the City Council on Monday, August 7, 2006, there were <br />present: <br /> <br />Mayor James W. Holley III, Vice Mayor Marlene W. Randall, William E. Moody, Jr., <br />Stephen E. Heretick, Elizabeth M. Psi mas, Ray A. Smith, Sr., Douglas L. Smith, City <br />Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman. <br /> <br />06 - 345 - The following call for the meeting was read: <br /> <br />"Please attend a Called Meeting of the City Council to be held in the City <br />Council Chamber, 801 Crawford Street, 5:00 p.m., Monday, August 7, 2006 for the <br />purpose of a Public Work Session. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />'" Councilman Moody asked for and received consensus of City Council to continue <br />taping non-agenda speakers. <br /> <br />06 - 346 - The following items were discussed in Public Work Session: <br /> <br />1. Mainline Safety Relocation Project (Centerline Rail) <br /> <br />2. WRT Allied Site - Land Use Alternatives <br /> <br />3. SPSA - Councilman Ray Smith, Tim Oksman, John Hadfield, Lance Wolff, John <br />Rowe, Louie Jordan. <br /> <br />06 - 347 - Motion by Mr. Moody, and seconded by Ms. Randall, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 of the Code of Virginia, subsection <br />7 for consultation with legal counsel and staff pertaining to litigation, and also <br />consultation with legal counsel regarding specific legal matters requiring the provision <br />of legal advice. <br /> <br />The subject matter of the meeting is the recently concluded litigation involving <br />Friendship Temple, also known as the Garden of Prayer. <br /> <br />The purpose of the meeting is to discuss legal obligations related to this <br />litigation. <br /> <br />The motion was adopted by unanimous vote. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Psi mas, pursuant to Section 2.2- <br />3712(0) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements by the Virginia Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion, by which <br />the Closed Meeting was convened, were heard, discussed or considered in <br />the meeting by the City Council. <br /> <br />The motion was adopted by unanimous vote. <br /> <br />On motion, meeting adjourned at 8:00 p.m. <br />
