<br />At a Regular Meeting of the City Council on Tuesday, July 25, 2006, there were
<br />present:
<br />
<br />Mayor James W. Holley III, Vice Mayor Marlene W. Randall, William E. Moody, Jr.,
<br />Stephen E. Heretick, Elizabeth M. Psimas, Ray A. Smith, Sr., Douglas L. Smith, City
<br />Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman.
<br />
<br />Reverend Dr. John O. Agbaje, opened the meeting with prayer, which was followed
<br />by the Pledge of Allegiance to the Flag.
<br />
<br />Mayor Holley called the meeting to order and welcomed all in attendance.
<br />
<br />Motion by Ms. Psi mas, and seconded by Mr. Moody, to approve the minutes of a
<br />Called Meeting on July 10, 2006, of a Called Meeting on July 11, 2006, of a Regular
<br />Meeting on July 11, 2006, and of a Called Meeting on July 18, 2006, and was adopted by
<br />the following vote:

<br />Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, R. Smith, Holley
<br />Nays: None
<br />
<br />'" Mayor Holley introduced Dr. John Nalbandian, Chairman of the School of
<br />Community Development with the University of Kansas and former Mayor of
<br />the City of Lawrence, Kansas.

<br />. Proclamation presented to Latisha Branch for "National Night Out."
<br />
<br />. Presentation of 2006 Office Accreditation Plaque to the City Treasurer's Office.
<br />
<br />. Presentation of the Mayor's Cup Trophy by the American Red Cross.
<br />
<br />. Mayor Holley acknowledged Boy Scout Troop #233.

<br />1. Sandra Boone, 307 Ivey Street, updated Council on the achievements of the Clean
<br />Community Commission and there goals for the rest of the year.
<br />
<br />2. Randi Strutton, 4704 River Shore Road, spoke on the importance of televising non-
<br />agenda speakers.
<br />
<br />3. Jim Alexander, 3100 Riveredge Drive, spoke in opposition to Item 06-205 under Other
<br />Unfinished Business.
<br />
<br />4. Tyrone Wisher, 3704 Winchester Drive, spoke in opposition to Item 06-205 under
<br />Other Unfinished Business.
<br />
<br />5. Nathan Clark, 37 Woodland Street, spoke in opposition to Item 06-205 under Other
<br />Unfinished Business.
<br />
<br />6. Mary Phillips, 2505 Gilmerton Road, Chesapeake, asked that the Council Liaison for
<br />the Southeastern Public Service Authority vote in opposition to the proposed trashport
<br />on the Elizabeth River.
