<br />July 24.2006 <br /> <br />At a Special Called Meeting of the City Council on Monday, July 24, 2006, there <br />were present: <br /> <br />Mayor James W. Holley III, Vice Mayor Marlene W. Randall, William E. Moody, Jr., <br />Stephen E. Heretick, Elizabeth M. Psi mas, Douglas L. Smith, City Manager James B. <br />Oliver, Jr., City Attorney G. Timothy Oksman. <br /> <br />Councilwoman Elizabeth M. Psimas, opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br />Planning Commission Members: <br /> <br />Chair Paige D. Cherry, Vice Chair Jennifer A. Smith, James E. Ellis, Reginald Hayes, <br />Carolyn R. Hersh, Thomas T. Moody, Garlon L. Turner, Sr. <br /> <br />- Public Hearing - <br /> <br />06 - 324 - Joint public hearing on a group housing use permit and street closure <br />applications: <br /> <br />1. Theresa Saunders-Smith, 13 Columbia Court, President of the Olde Towne South <br />Civic League, asked that Council honor several requests previously made with <br />regards to 812 Washington Street. <br /> <br />2. Robert Worrell, 520 South Street, voiced his concern with the dilapidation of the <br />building at 812 Washington Street. <br /> <br />3. Drew Terry, 536 South Street, needed clarification on which use permit was being <br />approved. <br /> <br />4. Mark Geduldig-Yatrofsky, 363 Middle Street, had concerns with the impact that this <br />renovation could have on the surrounding neighborhood and suggested that Council <br />implement a 24 hour decal parking pass for residents. <br /> <br />5. J. Brewer Moore, 308 Bobby Jones Drive, voiced his frustrations with what he <br />believes is mismanagement of funds by Council. <br /> <br />(a) Z-06-03 <br /> <br />OLDE TOWNE SOUTH - Portsmouth Redevelopment and Housing <br />Authority and Joseph and Katrina Chase requests a zoning change <br />from D1 Residential to D1 Public on property fronting 145 feet more <br />or less on the west side of Washington Street, beginning at the <br />southwest corner of the intersection of Columbia Street and <br />Washington Street and proceeding southwardly. <br /> <br />Motion by Ms. Smith, and seconded by Ms. Hersh, to approve Item Z-06-03, and <br />was adopted by unanimous vote. <br /> <br />(b) UP-06-09 <br /> <br />OLDE TOWNE SOUTH - Portsmouth Redevelopment and Housing <br />Authority and Joseph and Katrina Chase request a use permit to <br />establish a church at 812 Washington Street. <br /> <br />Motion by Ms. Hersh, and seconded by Mr. Hayes, to approve Item UP-06-09, <br />and was adopted by unanimous vote. <br /> <br />The meeting of the Planning Commission was adjourned. <br />
