Julv 24.2006 At a Special Called Meeting of the City Council on Monday, July 24, 2006, there were present: Mayor James W. Holley III, Vice Mayor Marlene W. Randall, William E. Moody, Jr., *Stephen E. Heretick, Elizabeth M. Psimas, Douglas L. Smith, City Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman. 06 - 321 - The following call for the meeting was read: "Please attend a Special Called Meeting of the City Council to be held in the 6th Floor Conference Room, 801 Crawford Street, 5:00 p.m., Monday, July 24, 2006 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 06 - 322 - The following items were discussed in Public Work Session: 1. Citywide Drainage Needs Assessment - John Rowe, Richard Hartman, Jim Spacek, HDR Consulting 2. Chapter 16 Garbage and Bulk Refuse - Dr. Lydia Patton 3. Bond Rating Update - Lance Wolff 06 - 323 - Motion by Mr. Smith, and seconded by Mr. Moody, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 of the Code of Virginia, to discuss or consider economic matters involving both the City's Department of Economic Development and the Portsmouth Redevelopment and Housing Authority, pursuant to the following legal authorities: subsection 1, a personnel matter. The purpose of the meeting is to discuss a personnel matter. The motion was adopted by unanimous vote. Motion by Ms. Psi mas, and seconded by Mr. Moody, pursuant to Section 2.2- 3712(D) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion, by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council.
