<br />Julv 24.2006 <br /> <br />At a Special Called Meeting of the City Council on Monday, July 24, 2006, there <br />were present: <br /> <br />Mayor James W. Holley III, Vice Mayor Marlene W. Randall, William E. Moody, Jr., <br />*Stephen E. Heretick, Elizabeth M. Psimas, Douglas L. Smith, City Manager James B. <br />Oliver, Jr., City Attorney G. Timothy Oksman. <br /> <br />06 - 321 - The following call for the meeting was read: <br /> <br />"Please attend a Special Called Meeting of the City Council to be held in the 6th <br />Floor Conference Room, 801 Crawford Street, 5:00 p.m., Monday, July 24, 2006 for the <br />purpose of a Public Work Session. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />06 - 322 - The following items were discussed in Public Work Session: <br /> <br />1. Citywide Drainage Needs Assessment - John Rowe, Richard Hartman, Jim Spacek, <br />HDR Consulting <br /> <br />2. Chapter 16 Garbage and Bulk Refuse - Dr. Lydia Patton <br /> <br />3. Bond Rating Update - Lance Wolff <br /> <br />06 - 323 - Motion by Mr. Smith, and seconded by Mr. Moody, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 of the Code of Virginia, to discuss <br />or consider economic matters involving both the City's Department of Economic <br />Development and the Portsmouth Redevelopment and Housing Authority, pursuant to <br />the following legal authorities: <br /> <br />subsection 1, a personnel matter. <br /> <br />The purpose of the meeting is to discuss a personnel matter. <br /> <br />The motion was adopted by unanimous vote. <br /> <br />Motion by Ms. Psi mas, and seconded by Mr. Moody, pursuant to Section 2.2- <br />3712(D) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements by the Virginia Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion, by which <br />the Closed Meeting was convened, were heard, discussed or considered in <br />the meeting by the City Council. <br />
