<br />145 <br /> <br />Julv 18. 2006 <br /> <br />At a Called Meeting of the City Council on Tuesday, July 18, 2006, there were present <br /> <br />Mayor James W. Holley III, Vice Mayor Marlene W. Randall, William E. Moody, Jr., Stephen <br />E. Heretick, Elizabeth M. Psimas, *Ray A. Smith, Sr., Douglas L. Smith, City Manager James <br />B. Oliver, Jr., Deputy City Attorney George M. Willson. <br /> <br />06 - 318 - The following call for the meeting was read: <br /> <br />"Please attend a Called Meeting of the City Council to be held in the 6th Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, July 18, 2006 for the purpose of <br />a Public Work Session. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />06 - 319 - The following items were discussed in Public Work Session: <br /> <br />1. Council Rules of Order and Procedure <br /> <br />06 - 320 - Motion by Ms. Psimas, and seconded by Mr. Moody, to go into Closed Meeting <br />pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, to discuss: <br /> <br />appointments by City Council and the performance of specific public officials as per <br />subsection 1; and <br /> <br />the sale of publicly owned real property, as per subsection 3; and <br /> <br />threatened litigation, as per subsection 7. <br /> <br />The subject matter shall be appointments of Council liaisons and performance of <br />public officials, the possible sale of publicly owned real estate, and threatened litigation. <br /> <br />The purpose shall be to have confidential discussion of appointments, performance, <br />real estate negotiating strategy, and litigation. <br /> <br />The motion was adopted by unanimous vote. <br /> <br />Motion by Mr. D. Smith, and seconded by Mr. Moody, pursuant to Section 2.2-3712(0) <br />of the Code of Virginia, certifying that to the best of the Council Members' knowledge during <br />the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting requirements <br />by the Virginia Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion, by which <br />the Closed Meeting was convened, were heard, discussed or considered in the <br />meeting by the City Council. <br /> <br />The motion was adopted by unanimous vote. <br /> <br />On motion, meeting adjourned at 9:20 p.m. <br /> <br />Minutes prepared by: <br /> <br /> <br />Anita Y.
