223 <br /> <br />November 8, 1993 <br /> <br /> At the Public Hearing Meeting of the City Council held.on <br />Monday, November 8, 1993, there were present= <br /> <br /> Mayor Gloria O. Webb, Vice Mayor Lee E. King, Johnny M. <br />Clemons, John H. Epperson, Bernard D. Griffin, James C. Hawks, <br />Cameron C. Pitts, V. Wayne Orton, City Manager, Stuart E. Kats, <br />City Attorney. <br /> <br /> Vice Mayor King opened the meeting with prayer which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br /> The Mayor called the meeting to order and welcomed all in <br />attendance. <br /> <br />93-428 - Public Hearing on rezoning, code amendment applications <br />and CHAS: <br /> <br />(a) Z-93-16 <br /> <br />HATTONSVILLE NEIGHBORHOOD -Rezoning application <br />of Stanley G. Bryan to rezone property on the <br />west side of Greenwood Drive, lying north of <br />Garwood Avenue, from Office Residential 0R-75 to <br />Residential RM-60-K (Conditional). <br /> <br />Gary Haste, 6006 Churchland Blvd., architect for the applicant, <br />provided information on the structure. <br /> <br /> Motion by Mr. King, and seconded by Mr. Hawks, that Z-93-16 <br />be denied, but was defeated by a vote of 3-4 (Clemons, Epperson, <br />Griffin, Pitts). <br /> <br /> Substitute motion by Mr. Pitts, and seconded by Mr. <br />Griffin, that Z-93-16 be deferred until the Public Hearing <br />meeting on December 13, 1993, and was approved by a vote of 5-2 <br />(Clemons, Webb). <br /> <br />(b) CA-93-04 <br /> <br />CODE AMENDMENT - A proposed code amendment <br />changing the use schedule and adding use permit <br />requirements for adult entertainment, theaters, <br />bookstores, nightclubs, and similar uses. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Epperson, that <br />CA-93-04 be deferred until the Public Hearing meeting on <br />February 7, 1994, and was approved by unanimous vote. <br /> <br />(c) CHAS <br /> <br />COMPREHENSIVE HOUSING AFFORDABILITY STRATEGY (CHAS) <br />- Five year CHAS 1994-1999 and Annual Plan. <br /> <br /> Motion by Mr. Clemons, and seconded by Mr. Hawks, to <br />approve the Comprehensive Housing Affordability Strategy and was <br />approved by unanimous vote. <br /> <br />On motion meeting was adjourned at 8:03 p.m. <br /> <br /> City Clerk <br /> <br /> <br />
