November 9, 1993 <br /> <br />Ayes: Clemons, Epperson, Griffin, Hawks, King, Pitts, Webb <br />Nays: None <br /> <br />93-439 Letter from the City Manager recommending adoptio~ of <br />the following resolutions pertaining to the City of Portsmouth <br />Capital Improvement Plan and the issuance of General Obligation <br />Bonds to provide the necessary funds for various improvement <br />projects. <br /> <br /> "On October 12, 1993, I presented the proposed 1993-95 <br />Capital Improvement Plan and recommended it to you for <br />adoption. Since that time, you have held a joint public hearing <br />with the Planning Commission. You have received a <br />recommendation from the Municipal Finance Commmssion and wilI <br />also receive a recommendation from the Planning Commission <br />prior to your meeting. Finally, you will have a public work <br />session on November 8th for any additional discussion. <br /> <br /> I believe, however, that the proposed plan represents a <br />balance among the competing needs for capital improvements in <br />our City. While not accomplishing all that we might desire, it <br />does achieve considerable progress across a broad range of <br />activities, and does so within our financial capabilities. It <br />recognizes the importance of our neighborhoods and gives the <br />City Council an opportunity to make an impact on a City-wide <br />basis. I recommend that you adopt a resolution approving the <br />five year Capital Improvement Plan as presented. <br /> <br /> In addition, on November 9, 1993, you will hold a public <br />hearing on a resolution for the issuance of $11.2 million in <br />General Obligation Bonds which provides the necessary funding <br />for projects contained in the CIP, I recommend that you adopt a <br />resolution authorizing the issuance of these bonds. <br /> <br /> Should you require additional information, I will be <br />pleased to provide it to you." <br /> <br /> Councilman Hawks expressed and explained his reason for <br />not being able to vote in favor of the following items, <br />emphasizing that there were projects in the Plan that he <br />supported but that he could not favorably vote on a plan that <br />included the construction of a new I. C. Norcum High School. <br /> <br /> (A) Resolution approving the five year Capital Improvement <br />Plan for 1993-94 through 1997-98, and a one year Capital <br />Improvement Program for 1993-94. <br /> <br />1. J. Brewer Moore, 308 Bobby Jones Drive, spoke in opposition <br />to the cost of alcoholic beverages for city functions. <br />2. Dr. Richard Trumble, 801 Crawford Street, Superintendent of <br />Schools, spoke in favor of the CIP. <br /> <br /> Motion by Mr. King, and seconded by Mr. Epperson, to adopt <br />the following resolution and was adopted by the following vote: <br /> "A RESOLUTION APPROVING THE FIVE YEAR CAPITAL IMPROVEMENT <br />PLAN FOR 1993-94 THROUGH 1997-98, A/qD A ONE YEAR CAPITAL <br />IMPROVEMENT PROGRAM FOR 1993-96. <br /> <br /> WHEREAS, the City Manager has submitted to the City <br />Council the Capital Improvement Plan for 1993-94 through <br />1997-98, and a one year Capital Improvement Program for <br />1993-94; and <br /> <br /> WHEREAS, the Planning Commission and the Municipal Finance <br /> Commission have reviewed and commented on the plan and Program; <br /> and <br /> <br /> <br />
