<br /> At a Re~ular Meeting of the City Council held on Tuesday,
<br />November 9, 1993, there were present:

<br /> Mayor Gloria O. Webb, Vice Mayor Lee E. King, Johnny M.
<br />Clemons, John H. Epperson, Bernard D. Griffin, Sr., James C.
<br />Hawks, Cameron C. Pitts, V. Wayne Orton, City Manager, Stuart
<br />E. Katz, City Attorney.

<br /> Candace Caine, 7th grade student, Cradock Middle School,
<br />opened the meeting with prayer which was followed by the Pledge
<br />of Allegiance t? the Flag~
<br /> Mayor Webb called the meeting to order and welcomed all in
<br />attendance.
<br />
<br /> Motion of Mr. King, and seconded by Mr. Epperson, the
<br />minutes of a called meeting on October 26, 1993; a Regular
<br />Meeting on October 26, 1993, be approved, and was adopted
<br />unanimous vote.

<br />Education Committee, Chamber of Commerce, for "American
<br />Education Week."

<br />
<br />1. Bernadette Perdue, 1328 Green Street, spoke on lead in
<br />Washington Park.
<br />
<br />2. Brent Gue, 26 Colin Drive West, spoke on public utility
<br />connection fee.

<br />3. Helen Person, 1314 Green Street, spoke on lead in
<br />Washington Park.

<br />4. Joyce Gatling, 1725 Effingham Street, expressed her
<br />appreciation for the proposal to purchase of homes in the ABEX
<br />area.

<br />5. Charlie Riddick, 720 Henry Street, expressed his
<br />appreciation for the proposal to purchase homes in the ABEX
<br />area.

<br />6. Deloris A. Riddick, 720 Henry Street, expressed her
<br />appreciation for the proposal to purchase homes in the ABEX
<br />area.

<br />PUBLIC HEARINGS
<br />
<br />93-435 - Public Hearing to consider the adoption of a
<br />resolution authorizing the issuance of General Obligation
<br />Public Improvement Bonds of the City of Portsmouth in the
<br />amount of $11,200,000 (eleven million, two hundred thousand
<br />dollars) to provide for the funds to pay the costs of various
<br />capital improvement projects of the City and to authorize and
<br />provide for the issuance and sale of a like amount of General
<br />Obligation Bond anticipation notes in anticipation of the
<br />issuance and receipt of the proceeds and sale of such bonds.

<br />1. Karen Jordan, 9 Harrower Court, representing the Simonsdale
<br />Civic Club, spoke on curbs and gutters.
<br />
<br />2. J. Thomas Berm, III, 115 West Road, Chairman of School
<br />Board, spoke in support of the CIP.
<br />
<br />Jeff Barba, 39 Burtis Street, spoke in support of the CIP.
