<br />November 18, 1993, Friday, November 19, 1993 and Saturday,
<br />November 20, 1993, there were present:

<br /> Mayor Gloria O. Webb, Vice Mayor Lee E. King, Johnny M.
<br />Ctemons, John H. Epperson, Bernard D. Griffin, Sr., James C.
<br />Hawks, Cameron C. Pitts, V. Wayne Orton, City Manager, Stuart
<br />E. Katz, City Attorney.

<br />Sheila P. Pittman, City Clerk
<br />William Froehlich, City Assessor
<br />Roy W. Cherry, Deputy City Manager
<br />Regina B. Bush, Executive Asst. to the City Manager
<br />Matthew James, Director of Economic Development
<br />Steve Herbert, Asst. Director of Economic Development

<br />Toni Whitt, Repor5er for the Virgmnla Pilot was presenn on
<br />Friday, November 19, 1993.

<br /> 93-446 - On November 18, 1993, the following call for the
<br />meeting was read:
<br />
<br /> "Please a55end a Called Meeting of the City Council to be
<br />held at Camp Chanco, Surry, Virginia 5:00 p.m., on Thursday,
<br />November 18, 1993, 9:00 a.m., on Friday, November 19, 1993, on
<br />Saturday, November 20, 1993 for the purpose of a City Council
<br />Advance.
<br />
<br /> In addition, you may consider a motion to go into an
<br />Executive Session.
<br />
<br />By order of the Mayor."
<br />
<br /> Motion by Mr. King, and seconded by Mr. Epperson, to go
<br />into Executive Session pursuant to provisions of Section 2.1-344
<br />of the Code of Virginia for the following:
<br />
<br /> (1) Discussion or consideration of the acquisition or use
<br />of real property in the southern portion of the City for public
<br />purpose, as permitted under Subsection (A) (3).
<br />
<br /> (2) Discussion or consideration of the use or disposition
<br />of publicly held real property in Downtown, Churchland, Central,
<br />Southeastern portions of the City and in Suffolk as permitted
<br />under Subsection (A) (3).
<br />
<br /> (3) Discussion or consideration of the performance of City
<br />Council appointees as permitted under Subsection (A) (1).
<br />
<br /> (4) Discussion concerning prospective businesses or
<br />industries or expansIon of an existing business or industry
<br />where no previous announcemenn has been made of the business' or
<br />industry's interest in locating or expanding its facilitIes in
<br />the community as permitted under Subsection (A) (5).

<br />The mom~on was adopted by unanimous vome.
<br />
<br /> On motion of Mr. Epperson, and seconded by Mr. Clemons
<br />pursuan5 no Section 2.1-344.1 of mhe Code of Virginia certifying
<br />that no the best of the Council member's knowledge during the
<br />immediately preceding Executive Session of the City Council:
<br />
<br /> (1) Only public business matters lawfully exempted from
<br />open meeting requzrements by the Virginia Freedom of Infcrmation
<br />Act, and
<br />
