<br />June 27.2006 <br /> <br />At a Called Meeting of the City Council on Tuesday, June 27, 2006, there were <br />present: <br /> <br />*Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., Marlene W. Randall, Elizabeth M. Psimas, Ray A. Smith, Sr., City Manager James <br />B. Oliver, Jr., Deputy City Attorney George M. Willson. <br /> <br />06 - 277 - The following call for the meeting was read: <br /> <br />"Please attend a Called Meeting of the City Council to be held in the 6th Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, June 27, 2006 for the <br />purpose of a Public Work Session. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />06 - 278 - The following items were discussed in Public Work Session: <br /> <br />1. Overview of Retirement/Post Employment Benefits Plans - Lance Wolff <br /> <br />2. Commission of Architectural Review II Appeal - 347 Chautauqua Avenue <br /> <br />Motion by Ms. Psi mas, and seconded by Mr. Smith, to concur with the decision of <br />the Commission of Architectural Review for Port Norfolk/Park View to deny the request <br />to install vinyl siding, shutters and soffit to property located at 347 Chautauqua Avenue, <br />and was adopted by the following vote: <br /> <br />Ayes: Moody, Psimas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />3. Commission of Architectural Review II Appeal - 243 Webster Avenue <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Smith, to approve, request to <br />retain 24 wooden windows that are smaller than the original windows at 243 Webster <br />Avenue, and was adopted by the following vote: <br /> <br />Ayes: Moody, Psimas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />06 - 279 - Motion by Ms. Randall, and seconded by Mr. Whitehurst, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 of the Code of Virginia to discuss <br />or consider economic development matters, pursuant to the following legal authorities: <br /> <br />subsection 3, the acquisition or sale of realty for a public purpose, or the <br />disposition of publicly held property; and <br /> <br />subsection 5, a new prospective business which has not been previously <br /> <br />announced. <br /> <br />The subject matter of the meeting is a new economic development project or <br />projects. <br /> <br />The purpose of the meeting is to permit confidential discussion of negotiating <br />strategy. <br />
