November 23, 1993 <br /> <br /> WHEREAS, Section 36-55.39 (B) provides that VHDA shall, <br />prior to the approval of financing of any proposed multi-family <br />residential housing development, find that the governing body <br />of the locality in which such housing development is to be <br />located has not, within sixty (60) days after written <br />notification of the proposed financing, certified to VHDA in <br />writing its disapproval of the proposed multi-family <br />residential housing development; and <br /> <br /> WHEREAS, the Council of the City of Portsmouth, Virginia, <br />has considered the development proposal and has not certified <br />in writing its disapproval of this proposed re-financing within <br />the sixty (60) day time perlod. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the <br />City of Portsmouth, Virginia, in accordance with Virgania Code <br />Section 36-55.39 (B) expresses to the Virginia Housing <br />Development Authority its approval of the proposed re-financing <br />of the multi-family residential housing development called <br />Cradock Colonial Apartments as described above. <br /> <br /> BE IT FURTHER RESOLVED that the Mayor is authorized to <br />issue a Certification of Approval on behalf of the City Council <br />to the Virginia Housing Development Authority." <br /> <br />Ayes: Clemons, Epperson, Griffin, Hawks, King, Pitts, Webb <br />Nays: None <br /> <br />93-458 Letter from the City Manager recommending adoption of a <br />resolution to convey title of a closed portion of Reed Avenue <br />to Portsmouth Redevelopment and Housing Authority (PRHA). <br /> <br /> "On November 9, 1993, Council closed a portion of Reed <br />Avenue lying adjacent to Ballard. The ownership of that closed <br />street is the City of Portsmouth under a receiver's deed. In <br />order that PRHA have title to the street it is now necessary <br />that the City convey to PR}IA our fee simple interest. <br /> <br /> I, therefore recommend that the Council adopt a resolution <br />authorizing the City Manager to convey the closed portion of <br />Reed Avenue to PRHA." <br /> <br /> Motion by Mr. Clemons, and seconded by Mr. Epperson, <br />adopt the following resolution, and was adopted by the <br />following vote: <br /> <br />to <br /> <br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO CONVEY A PORTION <br />OF REED AVENUE (CLOSED AND VACATED) TO PORTSMOUTH REDEVELOPMENT <br />AND HOUSING AUTHORITY. <br /> <br /> WHEREAS, the Council of the City of Portsmouth, Virginia, <br />has closed and vacated all of Reed Avenue, lying between <br />Ballard Avenue and Elmburst Lane, as shown on the plat of <br />Washington Heights; and <br /> <br /> WHEREAS, Hampton Roads Mortgage Company, Incorporated <br />conveyed its interest in all the streets located on the plat of <br />Washington Heights including Reed Avenue to the City of <br />Portsmouth, Virginia, as herein referenced by deed; and <br /> <br /> WHEREAS, Portsmouth Redevelopment and Housing Authority <br />is desirous of acquiring fee simple title to a portion of Reed <br />Avenue as closed and vacated. <br /> <br /> <br />
