<br /> At a Regular Meeting of the City Council on Tuesday, January 23, 2001,
<br />there were present:
<br />
<br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts,
<br />P. Ward Robinett, Jr., J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst,
<br />Sr., City Manager Ronald W. Massie, City Attorney Timothy Oksman.
<br />
<br /> Councilman Cameron C. Pitts opened the meeting with prayer, which was
<br />followed by the Pledge of Allegiance to the Flag.
<br />
<br />Mayor Holley called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Mr. Moody, and seconded by Mr. Whitehurst, to approve the minutes
<br />of a Called Meeting on January 8, 2001, a Called Meeting on January 9, 2001, a
<br />Regular Meeting on January 9, 2001, and a Called Meeting on January 12, 2001, and
<br />was adopted by unanimous vote.
<br />
<br />- Public Hearing -
<br />
<br />01 - 31 - Public hearing on a proposed resolution to contract a debt and to issue general
<br />obligations of the City in the form of General Obligation Public Improvement Bonds or to
<br />issue a general obligation guarantee to secure indebtedness of the Industrial
<br />Development Authority of the City of Portsmouth, in an aggregate principal amount not
<br />to exceed $11,500,000. The proceeds of such indebtedness will be applied to finance
<br />the costs of various public projects of and for the City, for the purposes of Economic
<br />Development in the Downtown and Victory Boulevard sections of the City.
<br />
<br />1. Mark Geduldig-Yatrofsky, 363 Middle Street, spoke in opposition to borrowing more
<br /> money without having proved that any of the projects will work.
<br />
<br />Lucinda Pitt, 252 Dorset Avenue, President of Fairwood Homes Civic League, spoke
<br />about the residents and senior citizens who live in and will have to move from
<br />Fairwood Homes.
<br />
<br />3. Stacey Bond, 2921 Barclay Avenue, spoke on lack of affordable housing for citizens
<br /> in Portsmouth.

<br />01 - 15 - Use permits and code amendment applications:
<br />
<br /> Motion by Mr. Robinett, and seconded by Mr. Moody, to adopt the following
<br />resolutions and ordinance, approved at the January 9, 2001 meeting, and was adopted
<br />by the following vote:

<br />01-15(b):
<br />
<br />"A RESOLUTION GRANTING A USE PERMIT TO DOMINION VIRGINIA POWER TO
<br />ERECT A MONOPOLE COMMUNICATIONS TOWER AT 1600 HAMILTON AVENUE.
<br />
<br /> WHEREAS, Dominion Virginia Power has made application pursuant to
<br />Section 40-43.1 of the Code of the City of Portsmouth, Virginia (1988) for the granting of
<br />a use permit to erect a replacement monopole communications tower at 1600 Hamilton
<br />Avenue, Portsmouth, Virginia; and
<br />
<br /> WHEREAS, the applicant and the Planning Director have done all things
<br />required to be done in connection with said application; and
<br />
<br /> WHEREAS, the Planning Commission has recommended the granting of the
<br />application for a use permit with conditions.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of
<br />Portsmouth, Virginia:
