January 23, 2001 At a Called Meeting of the City Council on Tuesday, January 23, 2001, there were present: Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, P. Ward Robinett, Jr., J. Thomas Benn III, *William E. Moody, Jr., Charles B. Whitehurst, Sr., City Manager Ronald W. Massie, City Attorney Timothy Oksman. 01 - 27 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the City Council Chamber, 801 Crawford Street, 6th floor, 4:00 p.m., Tuesday, January 23, 2001 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 01 - 28 - The following items were discussed in Public Work Session: 1. Commission of Architectural Review Appeal for 435 Washington Street Motion by Mr. Moody, and seconded by Mr. Pitts, to waive the rules of order to allow Ms. Leitner an additional two minutes to speak, and was adopted by unanimous vote. 1. Doris K. Leitner, 215 Glasgow Street, spoke in support of the Commission of Architectural Review's denial of the demolition application. Motion by Mr. Benn, and seconded by Mr. Pitts, to waive the rules of order to allow Dr. Trumble an additional two minutes to speak, and was adopted by unanimous vote. 2. Dr. Richard D. Trumble, 4388 Point West Drive, spoke in opposition to the Commission of Architectural Review's denial of the demolition application. Motion by Mr. Robinett, and seconded by Mr. Pitts, to defer action until February 27, 2001, and to refer this item to staff to work with both sides and provide recommendations to benefit both the church and the community over the next 30 days, and was adopted by unanimous vote. 2. Proposed General Obligation Bond Authorization Overview 3. City Commissions: · Municipal Finance · Parking Authority · History Commission 4. Parking Garage Agreement 01 - 29 - Motion by Mr. Whitehurst, and seconded by Mr. Moody, to go into Closed Meeting pursuant to provisions of Section 2.1-344(A) of the Code of Virginia, to discuss or consider the following: - the acquisition or sale of real property for a public purpose, in the Churchland section of the City, as permitted under Subsection A.3; - appointment to city boards and commissions, as permitted under Subsection A. 1; and - consultation with legal counsel pertaining to actual or probable litigation, as permitted under Subsection A.7. The motion was adopted by unanimous vote.
