January 23, 2001 <br /> <br /> At a Called Meeting of the City Council on Tuesday, January 23, 2001, there <br />were present: <br /> <br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, <br />P. Ward Robinett, Jr., J. Thomas Benn III, *William E. Moody, Jr., Charles B. <br />Whitehurst, Sr., City Manager Ronald W. Massie, City Attorney Timothy Oksman. <br /> <br />01 - 27 - The following call for the meeting was read: <br /> <br /> "Please attend a Called Meeting of the City Council to be held in the City Council <br />Chamber, 801 Crawford Street, 6th floor, 4:00 p.m., Tuesday, January 23, 2001 for the <br />purpose of a Public Work Session. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />01 - 28 - The following items were discussed in Public Work Session: <br /> <br />1. Commission of Architectural Review Appeal for 435 Washington Street <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Pitts, to waive the rules of order to <br />allow Ms. Leitner an additional two minutes to speak, and was adopted by <br />unanimous vote. <br /> <br />1. Doris K. Leitner, 215 Glasgow Street, spoke in support of the Commission of <br /> Architectural Review's denial of the demolition application. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Pitts, to waive the rules of order to <br />allow Dr. Trumble an additional two minutes to speak, and was adopted by <br />unanimous vote. <br /> <br />2. Dr. Richard D. Trumble, 4388 Point West Drive, spoke in opposition to the <br /> Commission of Architectural Review's denial of the demolition application. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Pitts, to defer action until February <br />27, 2001, and to refer this item to staff to work with both sides and provide <br />recommendations to benefit both the church and the community over the next 30 days, <br />and was adopted by unanimous vote. <br /> <br />2. Proposed General Obligation Bond Authorization Overview <br /> <br />3. City Commissions: <br /> <br />· Municipal Finance <br />· Parking Authority <br />· History Commission <br /> <br />4. Parking Garage Agreement <br /> <br />01 - 29 - Motion by Mr. Whitehurst, and seconded by Mr. Moody, to go into Closed <br />Meeting pursuant to provisions of Section 2.1-344(A) of the Code of Virginia, to discuss <br />or consider the following: <br /> <br /> - the acquisition or sale of real property for a public purpose, in the Churchland <br />section of the City, as permitted under Subsection A.3; <br /> <br /> - appointment to city boards and commissions, as permitted under Subsection <br />A. 1; and <br /> <br /> - consultation with legal counsel pertaining to actual or probable litigation, as <br />permitted under Subsection A.7. <br /> <br />The motion was adopted by unanimous vote. <br /> <br /> <br />
