The City Treasurer expects to have the capability in future years to determine <br />personal property tax relief percentages and prepare personal property tax bills prior to <br />adoption of the City's budget, so that revenue projections will be determined in advance <br />for budgeting purposes. <br />. Now that the City has developed its own model for establishing the annual <br />personal property tax relief percentage, in accordance with the PPTRA, this ordinance <br />is simply a housekeeping item that removes the establishment of the personal property <br />tax relief percentage from the budget adoption process. <br />. Financial Impact: There will be no financial impact on the City. <br /> <br />Staff Recommends: <br />Adoption of an ordinance to amend City Code Section 35-7.1 (c) regarding the timing of <br />the annual requirement for establishing the Personal Property Tax Relief Percentage for <br />qualifying motor vehicles. The CFO and City Treasurer will ensure compliance with this ordinance. <br /> <br />Motion by Ms. Psi mas, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO AMEND CHAPTER 35 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (1988) BY AMENDING SECTION 35-7.1(c) THEREOF <br />PERTAINING TO PERSONAL PROPERTY TAX RELIEF FOR QUALIFYING MOTOR <br />VEHICLES." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />06 - 233 - Adoption of an ordinance to approve the appropriation of the $28,393 of <br />Health Region V reinvestment funding to the Department of Behavioral Healthcare <br />Services to establish supportive infrastructure of Community Based Care in Portsmouth. <br />Vision Principle: Neighborhood and Community Transformation. <br /> <br />Background: <br />. In 2003, the Department of Mental Health Mental Retardation and Substance <br />Abuse Services closed 43 acute care beds at Eastern State Hospital and "Reinvested" <br />the funding to provide acute care services in the Region V communities (HPR V). <br />These funds were to be used to provide acute psychiatric hospital care to consumers in <br />the community, and eventually to develop ancillary treatment programs in the <br />community to support acute care services for consumers. <br /> <br />Discussion: <br />. HPR V has approved and distributed to each of the participating CSBs <br />reinvestment funds to develop infrastructure community based programs. Portsmouth <br />Behavioral Healthcare Services (DBHS) has been awarded an additional, (up to) <br />$28,393 for this purpose. <br />. DBHS will use these funds to augment its emergency services staffing to provide <br />more responsive emergency services to the community. <br />. Financial Impact: There will be no financial impact to the City. <br />
