Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psimas, Ray A. Smith, Sr., <br />City Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman. <br /> <br />Councilwoman Marlene W. Randall, opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />06 - 214 - The following call for the meeting was read: <br /> <br />"Please attend a Called Meeting of the City Council to be held at Cradock Middle <br />School, 21 Alden Avenue, 7:00 p.m., Tuesday, May 16, 2006 for the purpose of a <br />Community Meeting. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />06 - 215 - The following items were discussed at the Community Meeting: <br /> <br />Citizen Engagement - Dr. L.
