<br />April 25. 2006 <br /> <br />Discussion: <br />. This ordinance, if passed, would limit late payment penalties to never exceed the <br />amount of the unpaid license fees. <br />. If passed, this ordinance will be deemed to have taken effect on January 1, 2006. <br /> <br />Staff Recommends: <br />Adoption of an ordinance to amend Chapter 6 and 22 of the City Code pertaining to <br />penalties for the late payment of certain boat and motor vehicle license fees. Vision <br />Principle: A Robust and Prospering Economy. <br /> <br />Next Steps Following Council Action: <br />. None <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Psimas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO AMEND CHAPTERS 6 AND 22 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (1988) BY AMENDING SECTIONS 6-33 AND 22-85 <br />THEREOF PERTAINING TO LATE PAYMENT PENALTIES FOR WATERCRAFT AND <br />MOTOR VEHICLE LICENSE FEES." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />06 - 187- Adoption of the following ordinances recommending the Proposed Operating <br />Budget for the Fiscal Year beginning July 1, 2006 and ending June 30, 2007. Vision <br />Principles: Bold New Directions, World Class Maritime Center, Neighborhood and <br />Community Transformation, A Robust and Prospering Economy, Lifelong Learning, and <br />Pride of Past, Promise of Future: <br /> <br />a. Adoption of an ordinance imposing and levying taxes for each <br />Fiscal Year beginning July 1st and ending June 30th, unless otherwise changed by <br />Council, on real estate at a rate of $1.36 per $100 of assessed valuation, and on <br />tangible personal property, privately-owned pleasure boats, privately-owned camping <br />trailers and motor homes, and machinery and tools within the City of Portsmouth, for the <br />purpose of raising revenue for the support of governmental operations, the public free <br />schools, and to pay principal and interest on the public debt. <br /> <br />b. Adoption of an ordinance to appropriate $498,247,722 for the <br />operation of City Government during the Fiscal Year beginning July 1, 2006 and ending <br />June 30, 2007. <br /> <br />c. Adoption of an ordinance adopting the FY 2006-2007 Classification <br />and Pay Plan for Employees of the City of Portsmouth, Virginia. <br /> <br />d. Adoption of an ordinance to amend Chapter 16 of the City Code <br />pertaining to rates for solid waste collection services. <br /> <br />e. Adoption of an ordinance to amend Chapter 31.1 of the City Code <br />pertaining to stormwater utility fees by increasing the equivalent residential unit (ERU) <br />monthly rate for residential and non-residential accounts from $4.50 to $5.00 per ERU. <br /> <br />f. Adoption of an ordinance to amend Chapter 37 of the City Code <br />pertaining to miscellaneous towing fees. <br /> <br />g. Adoption of an ordinance to amend Chapter 38 of the City Code <br />pertaining to rates for water and sewage disposal services. <br />
