<br />April 25. 2006 <br /> <br />- City Manager's Report - <br /> <br />06 - 184 - Adoption of an ordinance to accept the grant award of $30,000 and to <br />appropriate the same amount for the Portsmouth Department of Fire, Rescue and <br />Emergency Services as the lead agent for the Hazardous Materials Southside <br />Tidewater Team. Vision Principle: Neighborhood and Community Transformation. <br /> <br />Background: <br />. Each year, the Virginia Department of Emergency Management (VDEM) <br />provides the City of Portsmouth's Department of Fire, Rescue and Emergency Services <br />with funds for the Hazardous Materials Southside Tidewater Team. The City is the lead <br />agency for the regional team. <br />. When the Southside Regional Hazardous Materials Team was initially organized, <br />none of the other cities offered to be the lead team. Portsmouth volunteered and has <br />been the lead team since that time. <br />. The funds received from the Department of Emergency Management enable <br />Portsmouth to maintain a superior level of readiness with regard to equipment, training <br />and technical expertise in dealing with hazardous materials as required by the Virginia <br />Department of Emergency Management (VDEM). <br />. Portsmouth is required to have a minimum of seven people ready to respond to <br />an incident at any given time. <br /> <br />Discussion: <br />. As the lead team in Southside Virginia, Portsmouth is better able to serve <br />citizens, businesses and visitors in Portsmouth as well as assist the region in the event <br />of a hazardous materials incident with these funds. <br />. These funds were awarded for fiscal year 2004-2005 but were not previously <br />accepted and appropriated by City Council. The funds rollover to the next year if they <br />are not used. <br />. City Council approved the grant funds for FY 2006 last September. <br />. Financial Impact: There is no local cash match required. <br /> <br />Staff Recommends: <br />Adoption of an ordinance to accept the grant award of $30,000 and to appropriate the <br />same amount for the Portsmouth Department of Fire, Rescue and Emergency Services <br />as the lead agent for the Hazardous Materials Souths ide Tidewater Team. Vision <br />Principle: Neighborhood and Community Transformation. <br /> <br />Next Steps Following Council Action: <br />. Acquire necessary equipment and training to maintain the level of expertise <br />needed as the lead Department for the Hazardous Materials Southside Tidewater <br />Team. <br /> <br />Motion by Mr. Heretick, and seconded by Mr. Smith, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $30,000 FROM THE <br />VIRGINIA DEPARTMENT OF EMERGENCY MANAGEMENT (VDEM) AND <br />APPROPRIATING THE SAME AMOUNT IN THE FY 2005-2006 GRANTS FUND FOR <br />THE SOUTHSIDE REGIONAL HARZARDOUS MATERIALS TEAM." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br />
