April 25. 2006 At a Called Meeting of the City Council on Tuesday, April 25, 2006, there were present: Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psi mas, *Ray A. Smith, Sr., City Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman. 06 - 179 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the 6th Floor Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, April 25, 2006 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 06 - 180 - The following items were discussed in Public Work Session: 1. Budget Discussion - Lance Wolff 2. Inspections Update Rental Inspections Program Update - Theeta Raynor I John Rowe 3. Neighborhood and Community Transformation Update - Dr. Lydia Patton Churchland Branch Library Update Homeless Plan Communities and Schools Cavalier Manor Recreation Center Dogs in Cemeteries "The Seed to Feed People In Need" Program Boy's and Girl's Club Update 4. Development Update - John Rowe TCC Development Agreement Update Habitat for Humanity 5. Review of City Manager's Report Items 06 - 181 - Motion by Ms. Randall, and seconded by Mr. Whitehurst, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, to discuss: appointments to boards and commissions, as per subsection 1; the possible sale of publicly held real estate in the downtown area, as per subsection 3; and a prospective new business which has not been previously announced, as per subsection 5. The subject matter of the meeting involves possible appointments by City Council, possible sale of real estate where negotiation is involved, and a new business or industry.
