<br />At a Regular Meeting of the City Council on Tuesday, April 11, 2006 there were
<br />present:
<br />
<br />Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst,
<br />Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psimas, City Manager
<br />James B. Oliver, Jr., City Attorney G. Timothy Oksman.
<br />
<br />Councilman Stephen E. Heretick, opened the meeting with prayer, which was
<br />followed by the Pledge of Allegiance to the Flag.
<br />
<br />Mayor Holley called the meeting to order and welcomed all in attendance.
<br />
<br />Motion by Mr. Whitehurst, and seconded by Ms. Randall, to approve the minutes
<br />of a Called Meeting on March 28, 2006, of a Regular Meeting on March 28, 2006, and
<br />of a Called Meeting on April 4, 2006, and was adopted by the following vote:

<br />Ayes: Heretick, Moody, Psi mas, Randall, Whitehurst, Holley

<br />Public hearing to consider the Annual Operating Budget that
<br />re-establishes the tax rates on certain public utility rates, towing fees, and
<br />solid waste fees and includes proposed rate changes to take effect on July
<br />1, 2006.
<br />
<br />1. Doris Rogers, 257 Chautauqua Avenue, spoke in opposition to increase in utility
<br />rates.
<br />
<br />2. Madeline LeCompte, 120 Culpepper Road, spoke in opposition to increase in utility
<br />rates.
<br />
<br />3. Randi Strutton, 4704 Rivershore Road, spoke in opposition to proposed operating
<br />budget.
<br />
<br />4. Magalene Wright, 316 Elm Avenue, spoke in opposition to proposed operating
<br />budget.
