<br />April 11. 2006 <br /> <br />At a Called Meeting of the City Council on Tuesday, April 11, 2006, there were <br />present: <br /> <br />*Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psimas, City Manager <br />James B. Oliver, Jr., City Attorney G. Timothy Oksman. <br /> <br />06 - 159 - The following call for the meeting was read: <br /> <br />"Please attend a Called Meeting of the City Council to be held in the 6th Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, April 11, 2006 for the <br />purpose of a Public Work Session. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />06 - 160 - The following items were discussed in Public Work Session: <br /> <br />1. Budget Discussion <br /> <br />2. Inspections Update - John Rowe I Otis Jordan <br /> <br />3. Neighborhood Transformation Update - Dr. Patton <br />Pokey Smokey <br />Budget Briefing Breakfast <br />Board of Equalization Briefing <br /> <br />4. Development Update - John Rowe <br />Comprehensive Utilities Study of Downtown Update <br /> <br />5. D-1 Appeal <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Randall, to postpone consideration <br />of the Downtown Design Committee denial to remove a vinyl fence and size adjustment <br />of the parking sign at 608 Court Street in the Downtown Design District to the meeting <br />of June 13, 2006, and was adopted by a vote of 6-0. <br /> <br />6. Review of City Manager's Report Items <br />Letter writing campaign to General Assembly Budget Stalemate <br /> <br />7. City Council Liaison Reports <br /> <br />06 - 161 - Motion by Mr. Moody, and seconded by Mr. Whitehurst, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, to <br />discuss: <br /> <br />to consult with legal counsel about specific legal matters requiring legal <br />advice, as authorized by paragraph 7. <br /> <br />The subject matter shall be legal matters involving environmental and tax issues. <br /> <br />The purpose shall be to permit frank and confidential discussion of negotiating <br />position and strategy. <br /> <br />The motion was adopted by unanimous vote. <br />
