<br />March 28. 2006 <br /> <br />At a Called Meeting of the City Council on Tuesday, March 28, 2006, there were <br />present: <br /> <br />Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, Sr., Marlene W. Randall, <br />Stephen E. Heretick, Elizabeth M. Psi mas, Ray A. Smith, Sr., City Manager James B. <br />Oliver, Jr., Deputy City Attorney George M. Willson. <br /> <br />06 - 135 - The following call for the meeting was read: <br /> <br />"Please attend a Called Meeting of the City Council to be held in the 6th Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, March 28, 2006 for the <br />purpose of a Public Work Session. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />06 - 136 - The following items were discussed in Public Work Session: <br /> <br />1. CIP Budget Briefing - Lance Wolff <br /> <br />2. Inspections Update - John Rowe I Otis Jordan <br /> <br />3. Free Wireless Internet (Wi-Fi) - Mark Gardner I Martin Pool <br /> <br />4. Review of City Manager's Report Items - Dr. Lydia Patton <br /> <br />5. City Council Liaison Reports <br /> <br />06 - 137 - Motion by Ms. Psi mas, and seconded by Mr. Whitehurst, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, to <br />discuss: <br /> <br />a prospective new business, industry, or expansion, where there has <br />been no prior public announcement, as per subsection 5; <br /> <br />the acquisition of real property for a public purpose, as per subsection 3. <br /> <br />The subject properties are located within the Crawford and Cradock <br />Conservation and Redevelopment Plan Areas. <br /> <br />discussion of possible appointments to boards and commissions, as per <br />subsection 1. <br /> <br />The subject matter of the closed meeting includes one or more potential new <br />businesses or industries, acquisition of properties through Community Development <br />Block Grant expenditures, and appointments to boards and commissions. <br /> <br />The purpose of the closed meeting is to protect negotiating strategy on various <br />matters, and to permit confidential discussion of possible appointees to boards and <br />commissions. <br /> <br />The motion was adopted by unanimous vote. <br />
