<br />February 13. 2006 <br /> <br />At a Called Meeting of the City Council on Monday, February 13, 2006, there <br />were present: <br /> <br />*Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psimas, *Ray A. Smith, <br />Sr., City Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman. <br /> <br />06 - 69 - The following call for the meeting was read: <br /> <br />"Please attend a Called Meeting of the City Council to be held in the 6th Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Monday, February 13, 2006 for <br />the purpose of a Public Work Session. <br /> <br />By order of the Mayor." <br /> <br />06 - 70 - The following items were discussed in Public Work Session: <br /> <br />1. Real Estate Assessment Update - Alethia Bryce I Lance Wolff <br /> <br />2. Covanta Marine Terminal Project Update - John Maher <br /> <br />06 - 71 - Motion by Mr. Whitehurst, and seconded by Mr. Moody, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, to <br />discuss: <br /> <br />personnel matters, as per subsection 1 ; and <br /> <br />the sale of publicly owned real property, as per subsection 3. <br /> <br />The subject matter of the meeting includes an individual personnel matter and <br />the possible sale and development of a certain real estate property on Frederick <br />Boulevard for development as an IHOP restaurant. <br /> <br />The purpose of the meeting is to permit confidential discussion of personnel <br />matter and negotiating strategy for a real estate transaction. <br /> <br />The motion was adopted by unanimous vote. <br /> <br />Motion by Ms. Randall, and seconded by Mr. Whitehurst, pursuant to Section <br />2.2-3712(0) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements by the Virginia Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion by which <br />the Closed Meeting was convened, were heard, discussed or considered in <br />the meeting by the City Council. <br />
