<br />Januarv 24.2006 <br /> <br />At a Regular Meeting of the City Council on Tuesday, January 24, 2006 there <br />were present: <br /> <br />Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., Marlene W. Randall, Stephen E. Heretick, Ray A. Smith, Sr., City Manager James <br />B. Oliver, Jr., City Attorney G. Timothy Oksman. <br /> <br />Vice Mayor William E. Moody, Jr., opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Randall, to approve the minutes <br />of a Called Meeting on January 9, 2006, of a Called Meeting on January 10, 2006, of a <br />Regular Meeting on January 10, 2006, and of a Called meeting on January 17, 2006, <br />and was adopted by a vote of 6-0. <br /> <br />06 - 44 - Presentation: <br /> <br />. Proclamation presented to the I. C. Norcom High School Marching Band for winning <br />the National High School High-Stepping Marching Band Competition and being <br />named 2005's Grand National Champions. <br /> <br />- Speakers Forum - <br /> <br />06 - 45 <br /> <br />Public Comment (Agenda/Non-Agenda). <br /> <br />1. Jim Smith, 324 Court Street, spoke on the efforts made by the Police Department <br />and Code Enforcement to improve the Parkview Neighborhood and asked that <br />Council continue to support these efforts. <br /> <br />2. Steve Whitehead, 4419 County Street, felt that his complaint regarding a truck <br />leaking oil was resolved with the help of Management and the Fire Department. <br />Also, he brought to Council's attention, boarded up doors at Wilson High School and <br />the concern he had for the students if there was an emergency. In addition, he <br />wanted to know if the spending habits of the School Board were being monitored in <br />any way. <br /> <br />3. Kathleen Carlson, 100 Snead Fairway, spoke on efforts made by Safety Town to <br />promote child safety. <br /> <br />4. Brenda Murat, 116 Chowan Drive, spoke on the importance of child safety. <br /> <br />5. Ed Forlines, 462 Washington Street, APT. B., thanked Council for their fine <br />leadership. Also he asked that Council, in their efforts to improve the City, make <br />public safety their primary focus. <br /> <br />6. Raleigh Harsley, 3124 Peach Street, voiced his concern with regards to small <br />children playing in the streets at night. <br /> <br />7. Robert Barclay, 200 High Street, Suite 500, spoke in support of Item UP-05-24 under <br />Other Unfinished Business. <br /> <br />8. Mark Geduldig-Yatrofsky, 363 Middle Street, spoke in support of Item UP-05-24 <br />under Other Unfinished Business. <br /> <br />9. Alvah Owens, 1604 North Street, briefed the Council on the Portsmouth Clean <br />Community Commission's program for the year. <br /> <br />10. Clarence Mason, 940 Jefferson Street, asked for help in improving the quality of life <br />in his neighborhood. <br />
