<br />January 24.2006 <br /> <br />WHEREAS, the Hampton Roads Sanitation District (HRSD) acting in regional <br />concert with the cities of Portsmouth, Chesapeake, Norfolk, and Suffolk has agreed to <br />construct a regional disposal facility, meeting all federal and state regulations, at its <br />Nansemond Wastewater Treatment Plant in Suffolk; and <br /> <br />WHEREAS, under a proposed 20-year agreement, HRSD will construct, operate <br />and maintain the facility and will recover its actual costs, with no cost recovery for land, <br />administration or salaries, by charging the participating cities a per cubic yard fee for grit <br />and grease disposed of at the facility; and <br /> <br />WHEREAS, by joining in the regional facility, Portsmouth will not have to build <br />and maintain a new facility, will eliminate the expense of double handing the material, <br />and will save hauling costs, as the HRSD facility would be closer than the SPSA Suffolk <br />landfill, where the City currently disposes of dried grease and grit from the Godwin <br />Street complex. . <br /> <br />NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia that it hereby authorizes the City Manager to execute an agreement and any <br />other necessary documents with the Hampton Roads Sanitation District and any other <br />participating localities for the construction and operation of a regional grit and grease <br />treatment and disposal facility in the City of Suffolk." <br /> <br />Ayes: Heretick, Moody, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />06 - 53 - Adoption of a resolution authorizing the City Manager to execute a Deed and <br />such other instruments as may be necessary to convey two City owned parcels to the <br />Economic Development Authority of the City of Portsmouth, Virginia for the <br />development of Victory Crossing Commerce Park and improvements of Victory <br />Boulevard. Vision Principle: Bold New Directions. <br /> <br />Background: <br />. The Commonwealth of Virginia recently acquired two parcels of property at or <br />near the intersection of Victory Boulevard and Cavalier Boulevard in the name of the <br />City of Portsmouth for the purpose of widening and improving Victory Boulevard as part <br />of the development of the Victory Crossing Commerce Park. <br />. The parcels so acquired are to be conveyed to the Economic Development <br />Authority of the City of Portsmouth, Virginia in order to dedicate the necessary right of <br />way. <br />. The remainder of the parcels will be incorporated into the Commerce Park, and <br />eventually sold as a part it's development. <br /> <br />Discussion: <br />. Financial Impact: The properties were acquired by the Virginia Department of <br />Transportation by agreement with the City, the Commonwealth bearing 98% of the <br />costs of acquisition and the City bearing the remaining 2% of such costs. <br /> <br />Staff Recommends: <br />Adoption of a resolution authorizing the City Manager to execute a Deed and such other <br />instruments as may be necessary to convey two City owned parcels to the Economic <br />Development Authority of the City of Portsmouth, Virginia for the development of Victory <br />Crossing Commerce Park and improvements of Victory Boulevard.
