<br />Januarv 10. 2006 <br /> <br />At a Called Meeting of the City Council on Tuesday, January 10, 2006, there <br />were present: <br /> <br />Mayor James W. Holley III, Charles B. Whitehurst, Sr., Marlene W. Randall, Stephen E. <br />Heretick, Ray A. Smith, Sr., City Manager James B. Oliver, Jr., City Attorney G. Timothy <br />Oksman. <br /> <br />06 - 14 - The following call for the meeting was read: <br /> <br />"Please attend a Called Meeting of the City Council to be held in the 6th Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, January 10, 2006 for the <br />purpose of a Public Work Session. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />06 - 15 - The following items were discussed in Public Work Session: <br /> <br />1. Report on Inspections - John Rowe <br /> <br />2. Neighborhood Transformation Update - Dr. Patton / Bill McGlaughon <br /> <br />3. Downtown/Midtown Development Update - John Rowe <br /> <br />4. Review of City Manager's Report Items <br /> <br />5. City Council Liaison Reports <br />Councilman Whitehurst gave an update on the Events Committee Report <br /> <br />06 - 16 - Motion by Mr. Smith, and seconded by Mr. Heretick, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, to <br />discuss or consider eonomic development and real estate matters for the Churchland <br />area of the City, and also legal matters. This motion is made pursuant to the following <br />subsections of said statute: <br /> <br />subsection 3, the acquisition or sale of real estate for a public purpose, <br />or the disposition of publicly held real estate; <br /> <br />subsection 5, prospective business expansion which has not been <br />previously announced; <br /> <br />subsection 6, investing public funds where competition or bargaining is <br />involved; and <br /> <br />subsection 7, specific legal matters requiring the advice of legal counsel. <br /> <br />The subject matter of the meeting consists of a possible new economic <br />development project or projects in the Churchland area and legal matters which include <br />contracts and possible litigation. <br /> <br />The purpose of the meeting is to permit confidential discussion of negotiating <br />strategy. <br /> <br />The motion was adopted by unanimous vote. <br /> <br />Motion by Mr. Smith, and seconded by Mr. Whitehurst, pursuant to Section 2.2- <br />3712(0) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br />
