<br />November 14. 2005 <br /> <br />At a Called Meeting of the City Council on Monday, November 14, 2005, there <br />were present: <br /> <br />*Mayor James W. Holley, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., *Marlene W. Randall, Stephen E. Heretick, *Elizabeth M. Psimas, Ray A. Smith, <br />Sr., City Manager James B. Oliver, City Attorney G. Timothy Oksman. <br /> <br />05 - 510 - The following call for the meeting was read: <br /> <br />"Please attend a Called Meeting of the City Council to be held in the 6th Floor <br />Conference Room, 801 Crawford Street, 6th floor, 5:00 p.m., Monday, November 14, <br />2005 for the purpose of a Public Work Session. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />Municipal Finance Committee members present: <br /> <br />Amanda Stallings-Wood <br />Bruce Lalonde <br />Chris Hersh <br />David Rhodes <br />*Councilman Charles B. Whitehurst <br />*Councilwoman Marlene W. Randall <br />lance Wolff - Chief Financial Officer <br /> <br />*Members <br /> <br />05 - 512 - Motion by Ms. Randall, and seconded by Mr. Whitehurst, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 (A)(3) of the Code of Virginia, to <br />discuss: <br /> <br />possible sale of publicly owned real property. <br /> <br />The subject matter of the meeting is the possible sale of real property in the <br />downtown area for the purpose of economic development. <br /> <br />The purpose of the meeting is to permit discussion of negotiating position and <br />strategy for real estate transactions. <br /> <br />The motion was adopted by unanimous vote. <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Moody, pursuant to Section <br />2.2-3712(0) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements by the Virginia Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion by which <br />the Closed Meeting was convened, were heard, discussed or considered in <br />the meeting by the City Council. <br />
