November 14. 2005 At a Called Meeting of the City Council on Monday, November 14, 2005, there were present: *Mayor James W. Holley, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, Sr., *Marlene W. Randall, Stephen E. Heretick, *Elizabeth M. Psimas, Ray A. Smith, Sr., City Manager James B. Oliver, City Attorney G. Timothy Oksman. 05 - 510 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the 6th Floor Conference Room, 801 Crawford Street, 6th floor, 5:00 p.m., Monday, November 14, 2005 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." Municipal Finance Committee members present: Amanda Stallings-Wood Bruce Lalonde Chris Hersh David Rhodes *Councilman Charles B. Whitehurst *Councilwoman Marlene W. Randall lance Wolff - Chief Financial Officer *Members 05 - 512 - Motion by Ms. Randall, and seconded by Mr. Whitehurst, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 (A)(3) of the Code of Virginia, to discuss: possible sale of publicly owned real property. The subject matter of the meeting is the possible sale of real property in the downtown area for the purpose of economic development. The purpose of the meeting is to permit discussion of negotiating position and strategy for real estate transactions. The motion was adopted by unanimous vote. Motion by Mr. Whitehurst, and seconded by Mr. Moody, pursuant to Section 2.2-3712(0) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council.
