<br />October 11. 2005 <br /> <br />WHEREAS, the South Hampton Roads RC&D Council was incorporated by the <br />Virginia Corporation Commission in May 2001, and all South Hampton Roads cities <br />except Portsmouth are currently members. <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia that it hereby authorizes the City Manager to execute the RC&D <br />membership application on behalf of the City of Portsmouth, and that the City Manager <br />is authorized to take such further actions as may be required to complete the application <br />process." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst <br />Nays: None <br /> <br />05 - 472 - Adoption of a resolution authorizing the City Manager to enter into mutual aid <br />agreements, including intergovernmental agreements, in response to requests from <br />states impacted by disasters, such as Hurricanes Katrina and Rita. Vision Principle: <br />Bold New Directions. <br /> <br />Background: <br />. The Portsmouth Department of Fire, Rescue and Emergency Services has <br />already been responsive to the calls for assistance in the Gulf Coast regions related to <br />Hurricanes Katrina and Rita. <br />. The Department deployed four firefighters on Friday, September 9 through the <br />Federal Emergency Management Agency (FEMA) to the Gulf Coast for 30 days. <br />. Two Battalion Chiefs were deployed the week of September 26 under a mutual <br />aid agreement with the City of Chesapeake for a regional team response to the Gulf <br />Coast. <br />. Additionally, the Virginia Department of Emergency Management (VDEM) <br />coordinates interstate mutual aid requests through the Emergency Management <br />Assistance Compact (EMAC), adopted under Virginia Code Sections 44-146.14 and 44- <br />146.28. <br />. Governor Mark Warner issued Executive Order #97 (2005) on August 31,2005 <br />to declare a state of emergency in support of the EMAC to assist the states of <br />Louisiana, Mississippi, and Alabama. <br /> <br />Discussion: <br />. This resolution would authorize the City Manager to approve and sign <br />intergovernmental agreements, as authorized by Executive Order of the Governor and <br />the VDEM/EMAC process in order for the City of Portsmouth to respond to disasters, <br />including Hurricanes Katrina and Rita. <br />. Mutual aid responses by our employees may also be considered a form of "on- <br />the-job" training that far exceeds classroom training in emergency response and <br />emergency management. <br />. Financial Impact: The City will be reimbursed for travel expenses and salaries <br />and benefits of employees responding to the Gulf Coast ultimately through FEMA. Also, <br />the City may request reimbursement for equipment costs, i.e. mileage, etc. Potential <br />Liability: Worker's compensation claims or other liability for personnel and equipment <br />provided will be assumed by the locality providing aid, as is usual in mutual aid <br />responses. <br /> <br />Staff Recommends: <br />Adoption of a Resolution authorizing the City Manager to enter into mutual aid <br />agreements, including intergovernmental agreements, in response to requests from <br />states impacted by disasters, such as Hurricanes Katrina and Rita. Vision Principle: <br />Bold New Directions. <br /> <br />Next Steps Following Council Action: <br />. Respond to requests for mutual aid, as the City is able. <br /> <br />Motion by Ms. Psi mas, and seconded by Mr. Whitehurst, to adopt the following <br />resolution, and was adopted by the following vote: <br />
