September 27. 2005 At a Called Meeting of the City Council on Tuesday, September 27, 2005, there were present: Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psimas, Ray A. Smith, Sr., Deputy City Manager L. Pettis Patton, Senior Deputy City Attorney George M. Willson. 05 - 431 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the 6th Floor Conference Room, 801 Crawford Street, 6th floor, 5:00 p.m., Tuesday, September 27, 2005 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 05 - 432 - The following items were discussed in Public Work Session: 1. Children's Museum Design Update - Nancy Perry I Bill Hargrove 2. Resource Conservation & Development Council - Jean Crabtree I Stan Clark 3. American Ref-Fuel - John Maher 4. WIFI RFP (Free Wireless Internet) - John Maher I Mark Gardner 5. Reflection Walk Memorial - Debbie Foytick I Richard Hartman 6. Effingham and Cradock Development Studies - John Rowe 7. Review of City Manager's Report Items 8. City Council Liaison Reports 05 - 433 - Motion by Ms. Randall, and seconded by Mr. Whitehurst, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 of the Code of Virginia, to discuss: appointments by Council to boards and commissions as permitted under Subsection A(1); and. a personnel matter involving a Council appointee, as permitted under Subsection A(1). The purpose of the meeting is to permit confidential discussion of appointments of new members to council boards and commissions, as well as a personnel matter involving a Council appointee. The motion was adopted by unanimous vote. Motion by Ms. Randall, and seconded by Mr. Whitehurst, pursuant to Section 2.2-3712(D) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council.
