<br />September 26. 2005 <br /> <br />At a Called Meeting of the City Council on Monday, September 26, 2005, <br />there were present: <br /> <br />Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. <br />Whitehurst, Sr., Marlene W. Randall, Stephen E. Heretick, Ray A. Smith, Sr., <br />Deputy City Manager L. Pettis Patton, Senior Deputy City Attorney George M. <br />Willson. <br /> <br />05 - 428 - The following call for the meeting was read: <br /> <br />"Please attend a Called Meeting of the City Council to be held in the 6th <br />Floor Conference Room, 801 Crawford Street, 6th floor, 5:00 p.m., Monday, <br />September 26, 2005 for the purpose of a Public Work Session. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />05 - 429 - The following item was discussed in Public Work Session: <br /> <br />1. CIP Update <br /> <br />05 - 430 - Motion by Mr. Moody, and seconded by Ms. Randall, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 of the Code of Virginia, to <br />discuss: <br /> <br />the award of a public contract involving the expenditure of public funds, <br />and the discussion of the terms or scope of such contract, where discussion in an <br />open session would adversely affect the city's bargaining position or negotiating <br />strategy, as permitted under Subsection (A)30. <br /> <br />The subject matter shall be a contract involving publicly-owned property in <br />the downtown area of the City. <br /> <br />The purpose of the meeting is to permit confidential discussion of contract <br />negotiating strategy. <br /> <br />The motion was adopted by unanimous vote. <br /> <br />Motion by Ms. Randall, and seconded by Mr. Whitehurst, pursuant to <br />Section 2.2-3712(0) of the Code of Virginia, certifying that to the best of the <br />Council Members' knowledge during the immediately preceding Closed Meeting of <br />the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements by the Virginia Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion by <br />which the Closed Meeting was convened, were heard, discussed or <br />considered in the meeting by the City Council. <br />
