<br />September 13. 2005 <br /> <br />421 <br /> <br />I <br />-I <br /> <br />~ Bob Baldwin, Director of Planning, gave Council an update on what Staff and those <br />with CAR I, CAR II and D 1 have been working on since the joint meeting with <br />Council. Several issues had been identified during the joint meeting. The first <br />being the updating of the Design Guidelines for all of the Historic Districts which <br />has included the search for a consultant service through a RFQ (Request for <br />Qualification). Second, a set of interim specific targeted guidelines are being <br />worked on to handle some of the critical issues that have come up for appeal more <br />than once before Council. These targeted specific guidelines will be used during <br />the critical period while the design guidelines are being completed. Third, a <br />comprehensive public information recommendation is being put together for <br />Council review on how to disseminate information to citizens. Last, a brochure is <br />being worked on to be sent out at the beginning of the year to all the property <br />owners with contact information with regards to Historic Districts. <br /> <br />~ Councilman Whitehurst informed Council of the Food Drive being held by the City <br />and the Boy Scouts of America to support those in the Gulf States affected by <br />Hurricane Katrina. The food can be delivered to any fire station, the Children's <br />Museum of Virginia or City Hall on the 1st Floor. He also invited citizens to <br />participate in Safety in the Streets, being held at Safely Town on October 15, 2005 <br />between 10:00 a.m. and 2:00 p.m. Next, he announced that he would not be at <br />the September 27, 2005 City Council Meeting because he will be attending a Solid <br />Waste Association of North America meeting of which he serves as the Chairman <br />of the Elected Services Committee. Lastly, he asked that all citizens come out and <br />participate in the festivities of the Umoja Festival, September 16 - 18, 2005. <br /> <br />~ Councilwoman Randall announced that this year Carnivale will be part of the <br />opening procession during the Umoja Festival. She also informed citizens of a <br />farewell given on September 9, 2005 to those firemen traveling to the Gulf Coast <br />region to assist in relief efforts of victims affected by Hurricane Katrina. With that, <br />she notified citizens of three families who had arrived in Portsmouth from the Gulf <br />Coast and asked that citizens reach out to help. <br /> <br />~ Motion by Mr. Moody, and seconded by Mr. Whitehurst, to adopt the following <br />resolution canceling the October 27, 2005 City Council Meeting, and was adopted <br />by unanimous vote. <br /> <br />~ Vice Mayor Moody announced that the next Community Meeting would be held at <br />Churchland Middle School, Tuesday, September 20,2005 at 7:00 p.m. and invited <br />citizens to come out and participate. <br /> <br />05 - 421 - Report on Pending Items <br /> <br />There were no pending items. <br /> <br />On motion, meeting adjourned at 9:26 p.m. <br /> <br />Minutes prepared by: <br /> <br /> <br />APPROVED- <br />~.-l~~~ C0~'ky~ <br />Dr. James W.
