<br />AUQust 23. 2005 <br /> <br />At a Regular Meeting of the City Council on Tuesday, August 23, 2005, <br />there were present: <br /> <br />Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psimas, City Manager <br />James B. Oliver, Jr., City Attorney G. Timothy Oksman. <br /> <br />Councilman Charles B. Whitehurst, Sr., opened the meeting with prayer, which <br />was followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br />Motion by Ms. Psimas, and seconded by Ms. Randall, to approve the minutes <br />of a Called Meeting on August 9, 2005, of a Regular Meeting on August 9, 2005, of a <br />Called Meeting on August 10, 2005 and of a Called Meeting on August 15, 2005, and <br />was adopted by unanimous vote. <br /> <br />'" Councilman Whitehurst asked that the City Attorney look into what the Council <br />needs to do to amend the Council Rules so that videotaping of meetings does not <br />take place until the start of the meeting. <br /> <br />05 - 381 - Presentations: <br /> <br />. Proclamation presented to Alliance Christian School Baseball Team. <br /> <br />- Public Hearing - <br /> <br />05 - 382 <br /> <br />Public hearing on a proposed ordinance creating the New Port Community <br />Development Authority and establishing the New Port Community <br />Development Authority District. <br /> <br />1. Mark Geduldig-Yatrofsky, 363 Middle Street, spoke in opposition to this item. <br /> <br />05 - 383 <br /> <br />Public hearing on a proposed resolution to authorize the City to contract <br />debt and issue general obligation public utility bonds of the City, or notes <br />in anticipation thereof, in estimated maximum principal amount of <br />$3,600,000 to the costs, in whole or in part, of various public utility <br />improvements. <br /> <br />There were no speakers. <br /> <br />- Speakers Forum - <br /> <br />05 - 384 <br /> <br />Public Comment (Agenda/Non-Agenda). <br /> <br />1. Tina Porter, 26 Wilson Parkway, spoke on the lack of cooperation from the <br />Portsmouth Redevelopment and Housing Authority (PRHA) in providing the PRHA <br />Football Team with adequate equipment and uniforms for the start of the football <br />season. <br /> <br />2. Janine Johnson, 304 Elm Avenue, spoke in opposition to Item 05-390 concerning the <br />Park View Conservation and Redevelopment Plan amendment. <br /> <br />3. Kenwood Harris, 732 Cherokee Road, spoke in opposition to Item 05-390 concerning <br />the Park View Conservation and Redevelopment Plan amendment. <br /> <br />4. Mark Geduldig-Yatrofsky, 363 Middle Street, spoke in opposition to Item 05-390 <br />concerning the Park View Conservation and Redevelopment Plan amendment. <br />
