<br />AUQust 23. 2005 <br /> <br />Staff Recommends: <br />Adoption of a Resolution authorizing the City Manager to convey any and all right, title <br />and interest in the streets closed and vacated by Ordinance May 10, 2005 to <br />Portsmouth Venture One, LLC. Vision Principle: Bold New Directions. <br /> <br />Next Steps Following Council Action: <br />. Upon approval of the Resolution, a Quit Claim Deed from the City will be <br />executed in favor of Portsmouth Venture One, LLC for all the right, title and interest of <br />City, if any, in the closed and vacated streets in former Fairwood Homes. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Randall, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A QUIT <br />CLAIM DEED TO PORTSMOUTH VENTURE ONE, LLC, FOR THE PURPOSE OF <br />CONVEYING TO PORTSMOUTH VENTURE ONE, LLC ANY AND ALL RIGHT, TITLE <br />INTEREST, IF ANY, WHICH THE CITY MAY HAVE IN CLOSED AND VACATED <br />STREETS IN THAT AREA FORMERLY KNOWN AS FAIRWOOD HOMES. <br /> <br />BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the <br />City Manager be, and he hereby is, authorized to execute a Quit Claim Deed for the <br />conveyance to Portsmouth Venture One, LLC of all right, title and interest of the City, if <br />any, in and to those streets closed and vacated by Ordinance 2005-38 adopted on May <br />10, 2005, and to do all and any act necessary to effect said conveyance." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Whitehurst, Holley <br />Nays: None <br /> <br />05 - 390 - Adoption of a resolution supporting Amendment #13 to the Park View <br />Conservation and Redevelopment Plan, which proposes the acquisition, relocation and <br />demolition of ten homes on Elm Avenue in order to meet State site requirements for the <br />new Park View Elementary School. Vision Principle: Neighborhood and Community <br />Transformation. <br /> <br />Background: <br />. The Portsmouth Public Schools July 2000 Plan called for a new Park View <br />Elementary School to replace the current one, built in 1957. <br />. The current school has 12 classrooms, 26,548 square feet and an additional 13 <br />mobile classrooms. Enrollment for 2004-05 was approximately 400 students. The site <br />size is 2.3 acres, which is considerably below the state minimums. The new school will <br />have the capacity to educate 700 students with approximately 80,000 square feet. The <br />site will be approximately 11 acres to meet state site requirements. <br />. The City committed additional acreage to this project in the Vision 2005 Plan. <br />. This Plan was brought to a closed session of City Council in May and June of <br />2005, and additional options were explored and discarded as infeasible. <br />. The most feasible plan involves taking ten homes on Elm Avenue to meet site <br />requirements. The designation of these properties as "To Be Acquired" is the subject of <br />this amendment. <br /> <br />Discussion: <br />. The new school will front on Elm Avenue in the gateway to the community, which <br />will reinforce the revitalization of Park View. The relocation of the ten households will <br />be done in the most efficient way possible to ease the strain on the families. Every <br />effort will be made to keep these owners in the neighborhood. The students of Park <br />View Elementary will be educated in a modern facility that meets state guidelines. <br />. Financial Impact: The estimated facility cost is $15,057,103. Of that cost, the <br />land acquisition, relocation and demolition of the ten homes was estimated at <br />$1,285,000. <br />
