<br />AUQust 23. 2005 <br /> <br />At a Called Meeting of the City Council on Tuesday, August 23, 2005, there <br />were present: <br /> <br />*Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psimas, City Manager <br />James B. Oliver, Jr., City Attorney G. Timothy Oksman. <br /> <br />05 - 378 - The following call for the meeting was read: <br /> <br />"Please attend a Called Meeting of the City Council to be held in the 6th Floor <br />Conference Room, 801 Crawford Street, 6th floor, 5:00 p.m., Tuesday, August 23, <br />2005 for the purpose of a Public Work Session. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />05 - 379 - The following items were discussed in Public Work Session: <br /> <br />1. CIP 5 Year Priority Development - Lance Wolff <br /> <br />2. Portsmouth Homeless Taskforce Update - Robin Herbert and Dr. Patton <br /> <br />3. City Cemeteries - Bill McGlaughon <br /> <br />4. Review of City Manager's Report Items <br /> <br />5. City Council Liaison Reports <br />Councilman Whitehurst - Virginia First Cities (VFC) Eminent Domain Case <br />Councilwoman Randall Local Emergency Planning Committee and <br />Empowerment 2010 <br />Councilwoman Psi mas - Path of History/Portsmouth Mayor's Military Affairs <br />Committee announced the Path of History Park at the Shipyard will be named <br />Gosport Park and the Path of History Park at the Naval Medical Center will be <br />named Fort Nelson Park. <br /> <br />05 - 380 - Motion by Ms. Randall, and seconded by Mr. Whitehurst, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 (A)(1) of the Code of Virginia, to <br />discuss: <br /> <br />appointments by Council to boards and commissions. <br /> <br />The subject matter of the meeting is the discussion of candidates for possible <br />appointments to City boards and commissions. <br /> <br />The purpose of the meeting is to permit confidential discussion of <br />appointments. <br /> <br />The motion was adopted by unanimous vote. <br /> <br />Motion by Ms. Randall, and seconded by Mr. Whitehurst, pursuant to Section <br />2.2-3712(0) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements by the Virginia Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion by which <br />the Closed Meeting was convened, were heard, discussed or considered in <br />the meeting by the City Council. <br />
