AUQust 23. 2005 At a Called Meeting of the City Council on Tuesday, August 23, 2005, there were present: *Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psimas, City Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman. 05 - 378 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the 6th Floor Conference Room, 801 Crawford Street, 6th floor, 5:00 p.m., Tuesday, August 23, 2005 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 05 - 379 - The following items were discussed in Public Work Session: 1. CIP 5 Year Priority Development - Lance Wolff 2. Portsmouth Homeless Taskforce Update - Robin Herbert and Dr. Patton 3. City Cemeteries - Bill McGlaughon 4. Review of City Manager's Report Items 5. City Council Liaison Reports Councilman Whitehurst - Virginia First Cities (VFC) Eminent Domain Case Councilwoman Randall Local Emergency Planning Committee and Empowerment 2010 Councilwoman Psi mas - Path of History/Portsmouth Mayor's Military Affairs Committee announced the Path of History Park at the Shipyard will be named Gosport Park and the Path of History Park at the Naval Medical Center will be named Fort Nelson Park. 05 - 380 - Motion by Ms. Randall, and seconded by Mr. Whitehurst, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 (A)(1) of the Code of Virginia, to discuss: appointments by Council to boards and commissions. The subject matter of the meeting is the discussion of candidates for possible appointments to City boards and commissions. The purpose of the meeting is to permit confidential discussion of appointments. The motion was adopted by unanimous vote. Motion by Ms. Randall, and seconded by Mr. Whitehurst, pursuant to Section 2.2-3712(0) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council.
