<br />AUQust 9. 2005 <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />- New Business - <br /> <br />05 - 357 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br />05 - 358 - Items Submitted by Council Members <br /> <br />'" Mayor Holley brought to the attention of the City Council a significant piece of <br />legislature within the Federal Government made available to those of interest in <br />both port and railroad industry known as The Heartland Corridor Project and <br />called on City Attorney G. Timothy Oksman for further details. <br /> <br />'" City Attorney G. Timothy Oksman explained that The Heartland Corridor <br />Project is a bill, recently passed in the Federal Government, which will provide <br />funding to help in the construction of a rail corridor in Portsmouth to alleviate <br />foreseen rail transportation problems upon completion of the Maersk Terminal. <br /> <br />'" Vice Mayor Moody gave an update to City Council on several projects that are <br />being assessed by the Portsmouth Development Council Committee, of which <br />he is liaison. He also announced to the public that Ray Gindroz would be in <br />Portsmouth, Wednesday, August 10, 2005 to discuss, with staff, the <br />revitalization plans for Cradock. <br /> <br />'" Councilman Smith, liaison for the Commission of Architectural Review <br />committees, gave an update to City Council on a meeting held July 9, 2005 with <br />both Commission of Architectural Review (CAR) committees and the Downtown <br />Design committee. He also made citizens aware of a Public Work Session <br />between City Council, CAR I, CAR II and the Downtown Design Committee, <br />Monday, August 15, 2005, 5:00 p.m. at the Briefing Center, 200 High Street, 2nd <br />Floor. <br /> <br />05 - 359 - Report on Pending Items <br /> <br />. Dr. Patton provided a brief update on Ports ide. <br /> <br />. John Rowe made City Council aware of the implementation of the Weekend <br />Inspections Program. <br /> <br />05 - 360 - Non-Agenda Speakers <br /> <br />1. Paul Moss, 3517 Moore Road, came before City Council with a request that he be <br />allowed to submit a letter of appeal to a decision made by CAR II after the 30 day <br />deadline. <br /> <br />2. Ellis James, 2021 Kenlake Place, Norfolk, voiced his concerns with regards to the <br />Heartland Corridor Project. <br /> <br />3. Martha Ann Creecy, 317 Dinwiddie Street, voiced her interest in the transportation <br />issues downtown and suggested City Council revisit a survey with regards to <br />providing a downtown interloop. <br />
