<br />The IT Director has confirmed that a consolidated statement can be generated similarly
<br />to the way storm water utility fees and real estate taxes were consolidated.
<br />. Approximately $1.6 million in decal fee collections in January and February of each
<br />year would become licensing fees, with collections deferred until May and June of each
<br />year.
<br />. Financial Impact: No loss of revenue, and an approximate annual operating cost
<br />savings of $59,000 (with no decal purchases and reduced mailings).
<br />
<br />Staff Recommends:
<br />Adoption of an ordinance to eliminate city decals, institute licensing fees, and combine
<br />licensing fees with personal property taxes on a consolidated billing statement, to be
<br />effective January 1, 2006. Vision Principle: Bold New Directions.
<br />
<br />Next Steps Following Council Action:
<br />. The City Treasurer will oversee and coordinate the decal conversion process
<br />through collaboration with the Commissioner of Revenue, the Director of IT and the
<br />CFO.

<br />ordinance, and was adopted by the following vote:

<br />CITY OF PORTSMOUTH, VIRGINIA (1988) BY AMENDING SECTIONS 6-32,6-33,
<br />22-77, 22-80, 22-83, 22-85, 22-87.1, 22-92, 22-93, 22-129( a), 22-801 (b), 23-1,
<br />23-46(a), AND 37-44(b) AND BY REPEALING SECTIONS 6-34 THROUGH 6-40,
<br />22-77, 22-82, 22-86, AND 22-88 THROUGH 22-91 THEREOF, PERTAINING TO
<br />CITY WATERCRAFT AND MOTOR VEHICLE DECALS AND STICKERS."

<br />tattooing and to establish a procedure for the issuance of health permits by the Health

<br />Motion by Mr. Whitehurst, and seconded by Mr. Moody, to defer consideration
<br />of item 05-337 to the meeting of August 9, 2005, and was adopted by unanimous vote.
