July 26. 2005

The IT Director has confirmed that a consolidated statement can be generated similarly
to the way storm water utility fees and real estate taxes were consolidated.
. Approximately $1.6 million in decal fee collections in January and February of each
year would become licensing fees, with collections deferred until May and June of each
year.
. Financial Impact: No loss of revenue, and an approximate annual operating cost
savings of $59,000 (with no decal purchases and reduced mailings).

Staff Recommends:
Adoption of an ordinance to eliminate city decals, institute licensing fees, and combine
licensing fees with personal property taxes on a consolidated billing statement, to be
effective January 1, 2006. Vision Principle: Bold New Directions.

Next Steps Following Council Action:
. The City Treasurer will oversee and coordinate the decal conversion process
through collaboration with the Commissioner of Revenue, the Director of IT and the
CFO.

1.
