June 28. 2005 At a Called Meeting of the City Council on Tuesday, June 28, 2005, there were present: *Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, Sr., Marlene W. Randall, *Stephen E. Heretick, Elizabeth M. Psimas, Ray A. Smith, Sr., Interim City Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman. 05 -280 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the 6th Floor Conference Room, 801 Crawford Street, 6th floor, 5:00 p.m., Tuesday, June 28, 2005 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 05 - 281 - The following items were discussed in Public Work Session: 1. CDA Briefing - New Port - Art SandlerlTara Saunders 2. City Decals - Lance Wolff/James Williams 3. City Council Liaison Reports - Councilman Whitehurst - Notables - Councilwoman Psimas - Military Affairs and also reported on Change of Command Ceremony at High Street Landing. 05 - 282 - Motion by Ms. Randall, and seconded by Mr. Smith, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, to discuss: appointment to boards and commissions, as per subsection 1; and the acquisition or sale of real property for a public purpose, as per subsection 3. The subject matter of the meeting includes appointments of citizens to boards and commissions and the possible sale and development of publicly owned real estate in the midtown area of the City. The purpose of the meeting is to protect the public interest by ensuring frank and confidential discussion of appointments, and also to discuss negotiating strategy. The motion was adopted by unanimous vote. Motion by Mr. Heretick, and seconded by Mr. Whitehurst, pursuant to Section 2.2-3712(D) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council. The motion was adopted by unanimous vote. On motion, meeting adjourned.
