<br />June 28. 2005 <br /> <br />At a Called Meeting of the City Council on Tuesday, June 28, 2005, there were <br />present: <br /> <br />*Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., Marlene W. Randall, *Stephen E. Heretick, Elizabeth M. Psimas, Ray A. Smith, <br />Sr., Interim City Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman. <br /> <br />05 -280 - The following call for the meeting was read: <br /> <br />"Please attend a Called Meeting of the City Council to be held in the 6th Floor <br />Conference Room, 801 Crawford Street, 6th floor, 5:00 p.m., Tuesday, June 28, 2005 <br />for the purpose of a Public Work Session. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />05 - 281 - The following items were discussed in Public Work Session: <br /> <br />1. CDA Briefing - New Port - Art SandlerlTara Saunders <br /> <br />2. City Decals - Lance Wolff/James Williams <br /> <br />3. City Council Liaison Reports <br />- Councilman Whitehurst - Notables <br />- Councilwoman Psimas - Military Affairs and also reported on Change of <br />Command Ceremony at High Street Landing. <br /> <br />05 - 282 - Motion by Ms. Randall, and seconded by Mr. Smith, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, to <br />discuss: <br /> <br />appointment to boards and commissions, as per subsection 1; and <br /> <br />the acquisition or sale of real property for a public purpose, as per <br />subsection 3. <br /> <br />The subject matter of the meeting includes appointments of citizens to boards <br />and commissions and the possible sale and development of publicly owned real estate <br />in the midtown area of the City. <br /> <br />The purpose of the meeting is to protect the public interest by ensuring frank <br />and confidential discussion of appointments, and also to discuss negotiating strategy. <br /> <br />The motion was adopted by unanimous vote. <br /> <br />Motion by Mr. Heretick, and seconded by Mr. Whitehurst, pursuant to Section <br />2.2-3712(D) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements by the Virginia Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion by which <br />the Closed Meeting was convened, were heard, discussed or considered in <br />the meeting by the City Council. <br /> <br />The motion was adopted by unanimous vote. <br /> <br />On motion, meeting adjourned. <br />
