<br />June 14. 2005 <br /> <br />What I'm getting at is that my guiding principal at that time has been if the citizens <br />don't want something in their community and it does not represent a public safety <br />problem or it does not impede the betterment of the citizenry at large then I think we <br />should listen to them. I voted for this on the first reading and I guess that's why we <br />have two readings. Someone in there infinite wisdom set the system up that way and <br />that's to have a time of discovery. The only thing I discovered is some of these six <br />things is that they weren't too valid but I also discovered that I violated my guiding <br />principle that night. I thought back to those two use permit items I just mentioned but <br />I'm not going to violate it tonight. It's obvious that the citizens of the community don't <br />want this particular use in their community at this time. It's nothing against the people. <br />I think they are well intended and I do hope, as one of my colleagues mentioned, they <br />find a location. I think what they do is a good ministry and it's probably needed not <br />only in Portsmouth but in society at large but as for me I'm going to vote to deny this. <br /> <br />Ayes: Moody, Smith, Whitehurst, Holley <br />Nays: Heretick, Psi mas, Randall <br /> <br />- City Manager's Report - <br /> <br />05 - 261- Adoption of a resolution requesting an allocation of funds up to $3,854,760 <br />through the Virginia Department of Transportation Fiscal Year 2005-2006 Local <br />Partnership Fund, for Portsmouth transportation projects currently being funded using <br />local funds. Vision Principle: Neighborhood and Community Transformation. <br /> <br />Background: <br />. As part of the 2005 General Assembly Transportation Initiatives, a Local Partnership <br />Fund has been established to replace Federal Funding with state funds on existing <br />projects ready for advertisement within 12 months, thereby freeing up the Federal <br />money on the project to expedite another project in need of funds. <br />. VDOT has identified projects qualifying for this program, including the Victory Blvd. <br />project in Portsmouth, which qualifies for over $3.8 million in state funding to replace the <br />present Federal Funding on the project. The intent of the program is to allocate those <br />funds to another Portsmouth project for completion. <br />. Due to the City's situation with the Pinner's Point Interchange, and since there is no <br />appropriate projects in the VDOT six-year plan for Portsmouth, the City is submitting <br />improvements needed on McLean St. and Cavalier Blvd. to support the commerce park, <br />Tidewater Community College, and the Sandler Development, which technically appear <br />to qualify. As a back-up plan, the City is requesting that these VDOT funds be used to <br />replace local funds on the Pinners Point project so that the local funds may be available <br />for the Maersk Interchange project. <br /> <br />Discussion: <br />. The purpose of this Transportation Initiative is to expedite projects throughout the <br />state that are ready to proceed within 12 months and are in need of additional funding. <br />The improvements to Mclean St. and Cavalier Blvd. are a key link to the development <br />planned for this area. Approval of this application may lead to the funding needed to <br />fund these necessary improvements. <br />. Financial Impact: The maximum financial impact to the city would be a two percent <br />(2%) match of the $3,854,760, or $77,095. <br /> <br />Recommended Action: <br />Adoption of a resolution requesting an allocation of funds up to $3,854,760 through the <br />Virginia Department of Transportation Fiscal Year 2005-2006 Local Partnership Fund, <br />for Portsmouth transportation projects currently being funded using local funds. Vision <br />Principle: Neighborhood and Community Transformation. <br /> <br />Next Steps Following Council Action: <br />. If allocated, the City Engineer will submit to VDOT for final approval the details of a <br />new project(s) that may be acceptable for Local Partnership Funding. <br />
