<br />June 14. 2005 <br /> <br />At a Called Meeting of the City Council on Tuesday, June 14, 2005, there were <br />present: <br /> <br />*Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psimas, Ray A. Smith, Sr., <br />Interim City Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman. <br /> <br />05 -255 - The following call for the meeting was read: <br /> <br />"Please attend a Called Meeting of the City Council to be held in the 6th Floor <br />Conference Room, 801 Crawford Street, 6th floor, 4:00 p.m., Tuesday, June 14, 2005 <br />for the purpose of a Public Work Session. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />05 - 256 - The following items were discussed in Public Work Session: <br /> <br />1. Waterfront "Hot Spots" - Ray Gindroz <br /> <br />2. Maritime Summit Update - Steve Lynch <br /> <br />3. Retirees COLA's and Health Insurance - Lance Wolff <br /> <br />4. Review of City Manager's Report Items <br /> <br />- Councilman Whitehurst - SPSA Tipping Fee <br /> <br />5. City Council Liaison Reports <br /> <br />- Councilman Heretick - Regional Jail/Salary Issues <br /> <br />05 - 257 - Motion by Ms. Psi mas, and seconded by Mr. Heretick, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, to <br />discuss: <br /> <br />employee personnel matters, as per subsection 1; and <br /> <br />the acquisition or sale of real property for a public purpose, as per <br />subsection 3. <br /> <br />The subject matter shall be personnel and real estate matters, with the real <br />estate being in the downtown and northside areas of the City. <br /> <br />The purpose shall be to permit frank and orderly discussion of personnel <br />matters and real estate negotiating strategy. <br /> <br />The motion was adopted by unanimous vote. <br /> <br />Motion by Mr. Heretick, and seconded by Mr. Whitehurst, pursuant to Section <br />2.2-3712(D) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements by the Virginia Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion by which <br />the Closed Meeting was convened, were heard, discussed or considered in <br />the meeting by the City Council. <br /> <br />The motion was adopted by unanimous vote. <br />
