June 14. 2005 At a Called Meeting of the City Council on Tuesday, June 14, 2005, there were present: *Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psimas, Ray A. Smith, Sr., Interim City Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman. 05 -255 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the 6th Floor Conference Room, 801 Crawford Street, 6th floor, 4:00 p.m., Tuesday, June 14, 2005 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 05 - 256 - The following items were discussed in Public Work Session: 1. Waterfront "Hot Spots" - Ray Gindroz 2. Maritime Summit Update - Steve Lynch 3. Retirees COLA's and Health Insurance - Lance Wolff 4. Review of City Manager's Report Items - Councilman Whitehurst - SPSA Tipping Fee 5. City Council Liaison Reports - Councilman Heretick - Regional Jail/Salary Issues 05 - 257 - Motion by Ms. Psi mas, and seconded by Mr. Heretick, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, to discuss: employee personnel matters, as per subsection 1; and the acquisition or sale of real property for a public purpose, as per subsection 3. The subject matter shall be personnel and real estate matters, with the real estate being in the downtown and northside areas of the City. The purpose shall be to permit frank and orderly discussion of personnel matters and real estate negotiating strategy. The motion was adopted by unanimous vote. Motion by Mr. Heretick, and seconded by Mr. Whitehurst, pursuant to Section 2.2-3712(D) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council. The motion was adopted by unanimous vote.
