May 23. 2005 At a Called Meeting of the City Council on Monday, May 23, 2005, there were present: *Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, Sr., Marlene W. Randall, *Stephen E. Heretick, Elizabeth M. Psi mas, City Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman. 05 - 233 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the 6th Floor Conference Room, 801 Crawford Street, 6th Floor, 5:00 p.m. for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 05 - 234 - The following items were discussed in Public Work Session: 1. VDOT Presentation - Route 164 2. Safe Community Strategies - Chief Kitzerow, Police Earle Mobley, Commonwealth's Attorney Tim Oksman, City Attorney 3. Human Services Integrated Plan - William Park, Behavioral Healthcare Services Reynold Jordan, Social Services 4. City Council Agenda Packages - John Maher, City Manager's Office 5. Portside/ABC Hearing Update 05 - 235 - Motion by Mr. Whitehurst, and seconded by Mr. Moody, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 (A)(3) of the Code of Virginia, to discuss or consider the following: the possible acquisition of real property for public purpose and the possible sale of publicly owned real property. the subject matter of the meeting is real property in the northside area of the City. The purpose of the meeting is to permit frank and confidential discussion of negotiating position and strategy for real estate transactions. The motion was adopted by unanimous vote. Motion by Mr. Whitehurst, and seconded by Mr. Moody, pursuant to Section 2.2-3712(D) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council. The motion was adopted by unanimous vote.
