<br />May 23. 2005 <br /> <br />At a Called Meeting of the City Council on Monday, May 23, 2005, there were <br />present: <br /> <br />*Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., Marlene W. Randall, *Stephen E. Heretick, Elizabeth M. Psi mas, City Manager <br />James B. Oliver, Jr., City Attorney G. Timothy Oksman. <br /> <br />05 - 233 - The following call for the meeting was read: <br /> <br />"Please attend a Called Meeting of the City Council to be held in the 6th Floor <br />Conference Room, 801 Crawford Street, 6th Floor, 5:00 p.m. for the purpose of a <br />Public Work Session. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />05 - 234 - The following items were discussed in Public Work Session: <br /> <br />1. VDOT Presentation - Route 164 <br /> <br />2. Safe Community Strategies - Chief Kitzerow, Police <br />Earle Mobley, Commonwealth's Attorney <br />Tim Oksman, City Attorney <br /> <br />3. Human Services Integrated Plan - William Park, Behavioral Healthcare Services <br />Reynold Jordan, Social Services <br /> <br />4. City Council Agenda Packages - John Maher, City Manager's Office <br /> <br />5. Portside/ABC Hearing Update <br /> <br />05 - 235 - Motion by Mr. Whitehurst, and seconded by Mr. Moody, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 (A)(3) of the Code of Virginia, to <br />discuss or consider the following: <br /> <br />the possible acquisition of real property for public purpose and the possible <br />sale of publicly owned real property. <br /> <br />the subject matter of the meeting is real property in the northside area of the <br /> <br />City. <br /> <br />The purpose of the meeting is to permit frank and confidential discussion of <br />negotiating position and strategy for real estate transactions. <br /> <br />The motion was adopted by unanimous vote. <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Moody, pursuant to Section <br />2.2-3712(D) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements by the Virginia Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion by <br />which the Closed Meeting was convened, were heard, discussed or <br />considered in the meeting by the City Council. <br /> <br />The motion was adopted by unanimous vote. <br />
