<br />May 10. 2005 <br /> <br />At a Called Meeting of the City Council on Tuesday, May 10, 2005, there were <br />present: <br /> <br />Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, Sr., Marlene W. Randall, <br />Stephen E. Heretick, Elizabeth M. Psimas, Ray A. Smith, Sr., Interim City Manager <br />James B. Oliver, Jr., City Attorney G. Timothy Oksman. <br /> <br />05 - 218 - The following call for the meeting was read: <br /> <br />"Please attend a Called Meeting of the City Council to be held in the 6th Floor <br />Conference Room, 801 Crawford Street, 6th floor, 5:00 p.m., Tuesday, May 10, 2005 <br />for the purpose of a Public Work Session. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />05 - 219 - The following items were discussed in Public Work Session: <br /> <br />1. Children's Museum of Virginia Expansion - Nancy Perry <br /> <br />2. Marketing Update - Kenneth Wheeler <br /> <br />3. City Council Liaison Reports <br />Councilwoman Randall spoke on the upcoming Community Meeting, <br />Empowerment 2010 and affordable housing. <br />Councilman Whitehurst provided an update on Reverend Lang property <br />exchange. <br /> <br />05 - 220 - Motion by Mr. Whitehurst, and seconded by Mr. Heretick, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, to <br />discuss or consider the following: <br /> <br />the appointment of specific public officers, as per subsection 1, and legal <br />matters requiring the advice of legal counsel, as per subsection 7. <br /> <br />The subject matter of the meeting is appointment to boards and commissions, <br />and legal matters requiring interpretation of the laws of the Commonwealth of Virginia, <br />including contracts. <br /> <br />The purpose of the meeting is to permit confidential consideration of possible <br />appointments and to consider negotiating strategy. <br /> <br />The motion was adopted by unanimous vote. <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Randall, pursuant to Section <br />2.2-3712(D) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements by the Virginia Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion by <br />which the Closed Meeting was convened, were heard, discussed or <br />considered in the meeting by the City Council. <br /> <br />The motion was adopted by unanimous vote. <br />
