May 10. 2005 At a Called Meeting of the City Council on Tuesday, May 10, 2005, there were present: Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psimas, Ray A. Smith, Sr., Interim City Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman. 05 - 218 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the 6th Floor Conference Room, 801 Crawford Street, 6th floor, 5:00 p.m., Tuesday, May 10, 2005 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 05 - 219 - The following items were discussed in Public Work Session: 1. Children's Museum of Virginia Expansion - Nancy Perry 2. Marketing Update - Kenneth Wheeler 3. City Council Liaison Reports Councilwoman Randall spoke on the upcoming Community Meeting, Empowerment 2010 and affordable housing. Councilman Whitehurst provided an update on Reverend Lang property exchange. 05 - 220 - Motion by Mr. Whitehurst, and seconded by Mr. Heretick, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, to discuss or consider the following: the appointment of specific public officers, as per subsection 1, and legal matters requiring the advice of legal counsel, as per subsection 7. The subject matter of the meeting is appointment to boards and commissions, and legal matters requiring interpretation of the laws of the Commonwealth of Virginia, including contracts. The purpose of the meeting is to permit confidential consideration of possible appointments and to consider negotiating strategy. The motion was adopted by unanimous vote. Motion by Mr. Whitehurst, and seconded by Ms. Randall, pursuant to Section 2.2-3712(D) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council. The motion was adopted by unanimous vote.
