<br />274 <br /> <br />April 19. 2005 <br /> <br />ii <br /> <br />At a Special Meeting of the City Council on Tuesday, April 19, 2005, <br />there were present: <br /> <br />Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., Marlene W. Randall, Stephen E. Heretick, Ray A. Smith, Sr., Interim City Manager <br />James B. Oliver, Jr., Senior Deputy City Attorney George M. Willson. <br /> <br />Councilman Charles B. Whitehurst, Sr. opened the meeting with prayer, which <br />was followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br />- Public Hearing - <br /> <br />05 - 188 - Public hearing on the recommended 2006-2010 Capital Improvement Plan. <br /> <br />1. Eunice McMillan, 74 Armstrong Street, spoke in support of this item and requested <br />having a better library built in Churchland. <br /> <br />Mayor Holley appointed Councilman Smith and Councilman Heretick as Liaisons to <br />the Library Board. <br /> <br />2. Mark Geduldig-Yatrofsky, 363 Middle Street, spoke in support of this item. <br /> <br />05 - 189 - Public hearing on proposed rates and levies. <br /> <br />1. Alfred R. Lee, 3612 Forest Haven Lane, spoke in opposition to this item. <br /> <br />05 - 190 - Public hearing on the City's Operating Budget for Fiscal Year ending <br />June 30, 2006. <br /> <br />1. Jack Tynch, 2808 Acres Road, spoke in support of this item. <br /> <br /> <br />2. Chris Herrod, 5013 Fable Avenue, spoke in support of this item. <br /> <br />3. Fred Schoenfeld, 415 North Street, spoke in opposition to this item. <br /> <br />4. Mark Geduldig- Yatrofsky, 363 Middle Street, spoke in support of this item. <br /> <br />5. Karroll G. Chittum, 4525 W. Norfolk Road, spoke in opposition to this item. <br /> <br />Vice Mayor spoke on Senior Tax Abatement and Tax Freeze Program and asked <br />on the behalf of Council for a briefing on when that program was last increased. <br /> <br />On motion, meeting adjourned at 8:31 p.m. <br /> <br />~tes prepare <br /> <br />lb~l ~~ <br /> <br />Victor H.
