<br />May 3. 2005 <br /> <br />At a Called Meeting of the City Council on Tuesday, May 3, 2005, <br />there were present: <br /> <br />Mayor James W. Holley III, *Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., Marlene W. Randall, *Stephen E. Heretick, *Elizabeth M. Psimas, Ray A. Smith, <br />Sr., Interim City Manager James B. Oliver, Jr., City Attorney G. Timothy Oksman. <br /> <br />05 - 211 - The following call for the meeting was read: <br /> <br />"Please attend a Called Meeting of the City Council to be held in the 6th Floor <br />Conference Room, 801 Crawford Street, 6th floor, 4:00 p.m., Tuesday, May 3,2005 for <br />the purpose of a Closed Meeting <br /> <br />By order of the Mayor." <br /> <br />05 - 212 - Motion by Ms. Randall, and seconded by Mr. Whitehurst, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 (A)(3) of the Code of Virginia, to <br />discuss or consider the following: <br /> <br />the possible acquisition of real property for a public purpose and the <br />possible sale of publicly owned real property. <br /> <br />The subject matter of the meeting is Charles Towne apartments, located in the <br />Cavalier Manor area of the City. <br /> <br />The purpose of the meeting is to permit frank and confidential discussion of <br />negotiating position and strategy for real estate transactions. <br /> <br />The motion was adopted by unanimous vote. <br /> <br />Motion by Ms. Randall, and seconded by Mr. Whitehurst, pursuant to Section <br />2.2-3712(D) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements by the Virginia Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion by <br />which the Closed Meeting was convened, were heard, discussed or <br />considered in the meeting by the City Council. <br /> <br />The motion was adopted by unanimous vote. <br /> <br />Motion by Ms. Psimas, and seconded by Mr. Moody, to go into Closed Meeting <br />pursuant to provisions of Section 2.2-3711 (A)(1) of the Code of Virginia, to discuss or <br />consider the following: <br /> <br />personnel matters. <br /> <br />The subject matter of the meeting includes the performance of individual public <br />officials of the City. <br /> <br />The purpose of the meeting is to permit frank and confidential discussion of <br />negotiating position and strategy for real estate transactions. <br /> <br />The motion was adopted by unanimous vote. <br /> <br />Motion by Ms. Psi mas, and seconded by Mr. Whitehurst, pursuant to Section <br />2.2-3712(D) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1.
