April 26. 2005 - City Manager's Report - 05 - 201 - Adoption of an ordinance to appropriate $104,685 from the Behavioral Healthcare Services undesignated fund balance for the purchase of new telephone systems for three Behavioral Healthcare facilities. Adoption of an ordinance to appropriate $104,685 from the Behavioral Healthcare Services (formerly the Mental Health Services fund) undesignated fund balance for the purchase of new telephone systems for three Behavioral Healthcare facilities. Summary: . The telephone systems in the Behavioral Healthcare facilities are eighteen years old and numerous problems have been experienced over the past years. Continual equipment problems have led to an increasing number of telephone system outages that are impacting the quality of services offered to citizens. Purpose and Need: . The telephone equipment in many of the facilities is beyond permanent repair and patchwork is often performed to solve reoccurring problems. . Many of the required replacement parts are not available and finding qualified technicians to repair the existing equipment is becoming more difficult. . Funding is being requested to purchase new telephone systems for three Behavioral Healthcare facilities (505 Washington Street, 300 PortCentre Parkway, and 500 Crawford Street). . The new system will provide several technology improvements that will benefit telecommunication services at these facilities. . New functionality will include voice messaging, attendant services, better call coverage options, improved call routing, conference calling and 24 hour access to bulletin information announcements. These features are not available on the existing system. . This item contributes to City Council's Vision Principles of "Neighborhood and Community Transformation" and "Bold New Directions." Financial Impact: . Funding for this equipment will be provided from the Behavioral Healthcare Services undesignated fund balance, and the equipment costs are projected as follows: (1) Definity EPN telephone system 505 Washington Street (1) Merlin Legend telephone system (refurbished) 300 Portcentre Parkway (1) Merlin Legend telephone system (refurbished) 500 Crawford Street (3) UPS $65,905 Total telephone replacement costs 19,964 13,316 5,500 $104,685 Motion by Ms. Randall, and seconded by Mr. Whitehurst, to adopt the following ordinance, and was adopted by the following vote:
