<br />April 26. 2005 <br /> <br />- City Manager's Report - <br /> <br />05 - 201 - Adoption of an ordinance to appropriate $104,685 from the Behavioral <br />Healthcare Services undesignated fund balance for the purchase of new telephone <br />systems for three Behavioral Healthcare facilities. Vision Principle: Neighborhood <br />and Community Transformation and Bold New Directions. <br /> <br />Recommended Action: <br /> <br />. Adoption of an ordinance to appropriate $104,685 from the Behavioral Healthcare <br />Services (formerly the Mental Health Services fund) undesignated fund balance for the <br />purchase of new telephone systems for three Behavioral Healthcare facilities. <br /> <br />Summary: <br /> <br />. The telephone systems in the Behavioral Healthcare facilities are eighteen years <br />old and numerous problems have been experienced over the past years. Continual <br />equipment problems have led to an increasing number of telephone system outages <br />that are impacting the quality of services offered to citizens. <br /> <br />Purpose and Need: <br /> <br />. The telephone equipment in many of the facilities is beyond permanent repair and <br />patchwork is often performed to solve reoccurring problems. <br /> <br />. Many of the required replacement parts are not available and finding qualified <br />technicians to repair the existing equipment is becoming more difficult. <br /> <br />. Funding is being requested to purchase new telephone systems for three <br />Behavioral Healthcare facilities (505 Washington Street, 300 PortCentre Parkway, and <br />500 Crawford Street). <br /> <br />. The new system will provide several technology improvements that will benefit <br />telecommunication services at these facilities. <br /> <br />. New functionality will include voice messaging, attendant services, better call <br />coverage options, improved call routing, conference calling and 24 hour access to <br />bulletin information announcements. These features are not available on the existing <br />system. <br /> <br />. This item contributes to City Council's Vision Principles of "Neighborhood and <br />Community Transformation" and "Bold New Directions." <br /> <br />Financial Impact: <br /> <br />. Funding for this equipment will be provided from the Behavioral Healthcare <br />Services undesignated fund balance, and the equipment costs are projected as <br />follows: <br /> <br />(1) Definity EPN telephone system <br />505 Washington Street <br />(1) Merlin Legend telephone system (refurbished) <br />300 Portcentre Parkway <br />(1) Merlin Legend telephone system (refurbished) <br />500 Crawford Street <br />(3) UPS <br /> <br />$65,905 <br /> <br />Total telephone replacement costs <br /> <br />19,964 <br />13,316 <br />5,500 <br />$104,685 <br /> <br />Motion by Ms. Randall, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br />
